France currently operates on a reimbursement program. Therefore, you pay for the cost of your treatment and then apply for reimbursement. A regular doctor's visit is just 23 Euros and typically 70% of that cost will be returned to you.
I doubt the French healthcare system would reimburse American tourists for the cost of their treatment in France. The reimbursement is for those who are paying tax in France, and for visitors from the EU, EEC, Switzerland, and UK, and who have the EHIC or GHIC card (are insured by a national health insurance provider in their home country). Visitors from outside the EU do need to have valid travel insurance.
This is more reliable information about health care in France:
(I spent tree months in France last year, and even as I have an EHIC card, I also bought a travel insurance, as the card doesn't cover everything.)

As for Mia McQuillin, there doesn't seem to be much information available online after February 2025, when she was taken to a psychiatric hospital. If she's still in a hospital, I hope her family have made sure she has a valid health insurance.

Who was she in France with? I know she's 18 but this happens too frequently - Lexi Trevino comes to mind - and others around these people need to be held accountable in some way I M O.
There is now a more recent case although 21 she was still in education and in denial of the pregnancy as has been rumoured here IMO
