The longer he takes the risk of being there, in the camera, walking around , the quicker he will be identified.
Moreso than he thinks.

Padding, maybe in the form of a bullet proof vest...?

I’m not convinced about the color of the holster. On my security cameras when they are in night vision depending upon the fabric, dark colored fabric can appear light in my camera view

Speculation only: but I would think someone who is familiar - perhaps someone who is even affiliated with the folks who work there. I hope they have been scrutinizing the hired workers/contractor/roofers etc b/c usually it is someone you have interaction with - not a pure stranger.

He’s right-handed. The holster is called “right-hand release” If you look at the gun grip it’s facing so that he can grab it with his right hand. It’s a very strange place for him to wear that holster. I’ve not seen that before.

This is the feature that stands out most to me. Lots of space between inner eyelid and bridge of nose. Eyes have a very distinct shape and are very wide. Lots of space between eyebrow and eyeball too. Very uncanny
