I don't see him knowing people that would put of $2 million on his behalf. So I am sure this is a surety bond of some sort/ bondsman arrangement. Now, maybe he knows people that put up the 10% (or whatever the court there accepts on bail bond/surety bond). That is still a hefty chunk of change.

Very few people are actually forced to work without pay. They are free to just leave. But yes, those that do work, do get backpay. I think people still keep these jobs because they are good jobs with federal benefits.
