At-Risk Missing Person Believed to be the Victim of a Homicide

On Wednesday, February 20, 2019, officers from the Sacramento Police Department responded to the 2900 block of North Meadows Place regarding a missing person investigation. The victim, 73-year-old Risetruth Vang (photo attached) had not been heard from by family members and was not at his residence.

An initial missing person investigation was started by officers; however, it was believed Risetruth Vang may have been the victim of foul-play. Homicide Detectives and Crime Scene Investigators responded to the scene and took over the investigation. Through further follow-up and evidence on scene, detectives are now treating this as a potential homicide investigation.

The missing person, 73-year-old Risetruth Vang, is 5 foot 3 inches tall and weighs 140 lbs. Victim Vang is considered at-risk due to his age and medical conditions. He was last seen Monday, February 18, 2019 by neighbors in the 2900 block of North Meadows Place in South Sacramento. Victim Vang’s primary language is Hmong and detectives believe he may be critically injured or deceased.
While the investigation is still very active, detectives believe this is an isolated incident.

When officers arrived at his apartment complex they came across evidence that led them to suspect that foul play was involved, according to Sacramento Police Department Sgt. Vance Chandler, who would not disclose what that evidence is.

“We are still looking for him,” Chandler tells PEOPLE, later adding, “There is a chance [he might be alive] we just done know. We haven’t found him.”

Chandler says police suspect foul play “based on the evidence we found on the scene after responding to the initial call.”

Vang’s neighbor William Tackett told FOX 40 that Vang “used to walk these blocks … usually in the morning time he walks down the street and then comes back. I don’t understand how this happened.”

SACRAMENTO (CBS13) — 34-year-old Pao Her of Sacramento is behind bars, accused of murder.

Police say Her killed Risetruth Vang in his home back on February 20. They say Her then took the body to rural El Dorado County.

Detectives from the Sacramento Police Department and El Dorado County Sheriff’s Office arrested Her on February 28.

On March 1, they recovered Vang’s body.
