Are there any listed exclusions for this John Doe?

None at all

Such a shame. Someone suggested him as a possible match for Donald G. (NamUs MP16982), but I think unfortunately they didn't save identifiers for them back in the 80's (speculation only.)

John Scott Holt seems like a potential possibility to me. There's not much information on his disappearance, just that he was last known to be at his home in San Francisco. He's an inch taller than the UID and was reported to weigh about 30 pounds more, though. One interesting thing is that he's noted as wearing maroon sweatpants and the UID was found with a white t-shirt and a maroon colored shirt, maybe this was part of a sweat suit/set of some kind? John went missing in Feb., so it would have been chilly.

If it weren't for him being listed as having a "crushed foot" and previously broken fingers I'd say maybe James Howard Boyle, too. Fits the age range, weight, height, and it's said that he and his girlfriend are believed to have fallen off of the Marin Headlin Cliffs into the ocean. This might not rule him out, but I would think they'd note things like that for the UID if they were present.
