The U.S. Coast Guard was “conducting a routine patrol” when it spotted a woman’s body at 7:15 p.m. Monday, the Tulare Police Department said in a news release. The Morro Bay Police Department, the San Luis Obispo Sheriff’s Office and the Morro Bay Harbor Patrol all responded to the scene, pulled the body out of the water and started an investigation.
