You are suggesting that the MPs and CID didn't follow standard investigative procedures and interview friends and family.
CID agents receive similar training to FBI, minus 4 weeks, they knew what to do.

MOO AR was experienced at harrasssing and didn't give VG sufficient hard evidence for a complaint, like slipping in and out if a shower room.
MOO VG was no doubt aware of this and that is why she hesitated to report.

The town outside a military base is called the "ville." Nightclubs, souvenir shops, and a dark side of prostitution, drugs and gambling.
Sounds like Ft. Hood has a particularly bad one.
I am suggesting that your statement:

There is a leadership failure at this base. The area is clearly rife with issues but it is the leadership that should be held accountable for not looking at issues in the area and creating a plan to hold soldiers accountable and ensure the safety of the soldiers and victims of crimes committed by soldiers. Time for action and heads to roll.
Should be called "vile" rather than the "ville."

The military isn’t like most other jobs, so I imagine the culture is different than what civilians like me would expect in the workplace. I don’t have to build a bond of trust with colleagues that will see me confident enough to walk into terrifying situations or war environments. I don’t have to monitor my instincts that closely, learn to follow chain of command without question, or effectively be willing to die on the job. I don’t have to be that mentally tough. With all of that in mind I can imagine that bosses would permit group culture/bonding behaviours that would be peculiar in any other workplace environment.
But.... that’s not an excuse for letting anti-social ‘boys will be boys’ behaviour pass without comment or sanction. It’s the reason they NEED to be on top of this stuff and at Fort Hood they clearly are not. You just end up with toxic hierarchies, normalisation of toxic behaviours, misplaced entitlement. Those who complain step outside the group and threaten the power structures, they don’t play the game, and that’s enough to single them out and for those in the group see them as an enemy. A legitimate target. Add another layer -I.e. woman, homosexual, ethic minority, PoC, disability - and the oppression just doubles down. Let’s be honest, the military could put better grievance and disciplinary processes in place but they simply don’t want to. It’s hassle. It’s paperwork. It’s more people complaining. Sigh.

They deserve the heads of whover put the brakes on the investigation. Chain of Command or CID.
Not investigating the Tuff box lid found at the river burn site was obtuse and naive. You do not want that decision maker in a CID command position the army.

The two-day event will include a public memorial at the soldier's old high school and a private funeral for family and friends.

The rapper met with Guillen's sisters at Taqueria del Sol in southeast Houston, which has become home to a notable Guillen mural.
He surprised the family with a check for $30,000.
He told Eyewitness News he's been raising money for the family by selling merchandise.
"Vanessa is a Houstonian," said the activist. "I'm at a point in my life where we have to protect our women. We have to protect us all, but we really have to protect our women. It's a disappointment when people cry out for help and we don't take it as serious."

That shocked me -- especially as there seemed to be no rhyme or reason for which soldiers were deemed deserters within weeks of missing compared to months.
