Why would the rams say that Wolfe murdered JonBenet? Did he have access to her prior to her death?
Is he just some random guy?

Why wouldn't they? They weren't going to admit who did it. They simply added him to the list. There were a LOT of people the Rams claimed murdered JB. They tried to throw blame everywhere. He had no access to her prior to her death. He gave hair and saliva samples. Nothing linked him to this crime.
