Recently, a 25 year old cold case has been re-opened for the third time in St. Paul, Minnesota. In 1981, Barbara Winn was shot in her chest with a .38 Special. When Maplewood Police asked her boyfriend what happened, Aaron Walter Foster told Maplewood Police that Barbara told him, "I shot myself...get rid of the gun". Foster did get rid of the gun, but told police where to find it. Police took four bullets from his pocket before arresting Foster for murder. Foster was never charged with Barbara's murder. Now, the case has been re-opened by the Ramsey County Sheriff's Cold Case Unit, and has enflamed debates between Ramsey County Sheriff Bob Fletcher, and the man who is running as his opponent, William Finney; former St. Paul, Minnesota Police Chief; a friend of Aaron Foster since childhood, in the upcoming Ramsey County Sheriff election.
Finney was a police sergeant at the St. Paul PD at the time of Ms. Winn's death, and he attended her autopsy. In 1985, Foster was arrested by St. Paul Police for pulling a gun on his girlfriend and pistol whipping her friend. Police recovered three handguns from Foster's home. One of the guns were stolen, and of them Foster had purchased from WIlliam Finney. The same Assistant Ramsey County Attorney; James R. Konen who declined to charge Foster with Barbara's murder in 1981, refused also to charge Foster in the 1985 incident, even though there were two witnesses willing to testify against Foster. Moreover, police reports reveal that Finney sat in on the police interrogation in this incident.
Finney later became St. Paul PD's Police Chief, and gave Foster a job at the department as a "civilian" employee. In addition, Finney issued Foster a permit to carry a concealed weapon.
In 2002, Foster's girlfriend sought an Order for Protection against Foster. She testified that she wanted to leave the abusive relationship with Foster but he told her that if she left him that she would get the same thing Barbara Winn got when she tried to leave him. Finney, testified as a character witness for Foster. Her request for an Order for Protection was denied.
Recently, two St. Paul Police officers approached the Ramsey County Sheriff's office and questioned why Foster had a permit to conceal and carry, while he is still the prime murder suspect in Barbara Winn's death.
