I really think it is imperative that it eventually is decided if it was Corrections, or Parole.. or both working in concert, or separately.. without this knowledge , not much can be achieved in flagging the same error occurring...

It still staggers me that he was released because ' he was too hard to handle in custody!'...
 
I am, possibly ridiculously so , expecting great insight from the Harper report.. I have a whole lot of high expectations about it.. nuts, I know.

Attorney-General, The Hon Martin Pakula MP, was interviewed after the sentencing of Sean Christian Price this morning. He stated that he had listened to the judgement of Justice Lasry today. He stated that both sides of politics acknowledged serious errors had been made in this case; that as a result of this recognition, changes had been announced by the Premier: changes to bail laws, establishment of a special squad, etc. He announced that we (the public) will hear from the Corrections Minister in the next few days/weeks with more changes to be detailed in The Harper Report.

Ms Vukotic's family was in the packed courtroom to hear the decision.

"There is little I can say that will lessen the suffering of these people [Ms Vukotic's family and friends]," Justice Lasry told Price.

"You can never repair the damage."

"There were many red flags to indicate that the risks of leaving you to your own devices were very significant and likely to involve violence, but nowhere near enough was done," Justice Lasry said.

Justice Lasry told Price authorities had "failed to protect the community from the danger you clearly posed with tragic results".

Ms Vukotic's father stood to see Price before he was led from court.

Sean Christian Price, the sadistic murderer of Melbourne schoolgirl Masa Vukotic, will likely die in jail after a Supreme Court judge set a record 38-year non-parole period for the random thrill killing of the teenager.

Justice Lasry was scathing of the decision of authorities to allow Price, who had a long history of violent sexual assaults and a ten supervision order, to be released from prison in October 2014.

“Executive government has both failed to treat you and failed to protect the community,” Justice Lasry said.

Justice Lex Lasry labelled Price a serious violent offender and said the protection of the community was his primary concern.

"Price had been detained in the Village of the Damned over prior convictions, including sex offences against seven girls and women aged between 13 and 45 in 2002 and 2003.
He was supposed to be under a supervision order and subsequent electronic monitoring at the time of Ms Vukotic’s murder.
At Price’s pre-sentencing hearing in December last year, the Supreme Court was told multiple experts had warned authorities that he was dangerous, even after he was released from the Village of the Damned back into the community on a supervision order."

"Even if he did take the medication doctor’s pleaded with him to take, he would still be a menace, particularly to women, prosecutors claimed.
But when he smashed up some cars and threatened staff at the Village of the Damned, the Adult Parole Board cut him loose into the community."

Premier Daniel Andrews announced the reforms this morning ...
He said he hoped the new laws would honour the memory of Masa Vukotic and ensure she did “not die in vain”.

Mr Andrews said the Harper Review would be released publicly once Price’s window for appeal had expired.

Victorian law changes: an improvement which both sides of politics agree on.

BUT we need Australia wide change so that each State is operating under the same Laws for violent sex offenders IMO.

Woman sexually assaulted on Melbourne path near site of Masa Vukotic murder


Police are investigating after a woman was sexually assaulted on a Melbourne path close to the site of teenager Masa Vukotic’s murder.

The woman, aged in her 60s, told police she was assaulted while walking on the Koonung Creek Trail three weeks ago.

The assault occurred when she stopped at a drinking fountain on the bike track at Mont Albert North about 6pm on March 17, Victoria Police said in a statement.

A man who had been walking behind her grabbed her on the buttock, and then fled when she screamed.

Two cyclists stopped and spoke to the woman, and one attempted to chase the man.

Victoria to make sweeping justice system reforms in wake of Masa Vukotic murder

An estimated $84 million will be spent implementing 35 recommendations by Supreme Court judge David Harper and his review panel, after 17-year-old Masa was fatally stabbed 49 times by Sean Price in a Melbourne park last year.

Supervision orders previously used exclusively for sex offenders will now apply to violent criminals and more offenders will be required to wear monitoring bracelets on release.

Other recommendations include the power to hold sex offenders for 72 hours without charge and to enter their homes, a new specialist response unit, and a 12-month jail sentence for those who breach supervision orders.

Sean Christian Price, 32, is one of the facilities’ inmates who was “let go” too soon.
Within months of being released, Price murdered Masa Vukotic, 17, in a frenzied and random stabbing attack at Doncaster Park in March last year.

He was supposed to be under a supervision order and subsequent electronic monitoring at the time of Ms Vukotic’s murder.

‘Notorious criminal Sean Christian Price who brutally murdered teenager Masa Vukotic and then raped a bookstore worker has admitted he breached a 10-year supervision order during the sickening crime spree.

Price savagely stabbed Ms Vukotic, 17, as she took an evening walk, then raped the woman in her workplace while still on the run, breaching a court order because he was already a registered sex offender.

He appeared at the County Court of Victoria on Friday and pleaded guilty to the charge, but not before he subjected his alleged victim to a series of cruel outbursts.

Flanked by four prison guards and held behind glass in the dock, Price took pleasure in delaying the court process, according to media reports.

The charge was read to Price at least five times by Judge Meryl Sexton before he formally pleaded guilty, while his victim reportedly sat in court visibly shaking.

He ranted: "I was going to say as guilty as Daniel Andrews's wife," Channel Nine reported. Price was referring to news this week that police failed to breath test the Victorian Premier's wife Catherine following a car crash in 2013.‘

‘A "catastrophic breach" of Victoria's supervision order system led to repeat sexual offender and murderer Sean Price raping a woman in a Christian bookstore, a lawyer has told a Melbourne court.

Sean Price was on a supervision order in 2015 when he fatally stabbed 17-year-old Masa Vukotic in Doncaster, and then raped a woman at the Sunshine bookshop two days later.

The 33-year-old has been sentenced to more than 50 years' prison for the murder and the rape, but the second offence resulted in an additional charge of breaching a supervision order.

In a pre-sentence hearing for that offence, defence lawyer Michael Fitzgerald said his client, who had a long history of sexual assault and mental illness, was not adequately monitored while on a supervision order.’

‘[But] prosecutor Peter Rose, QC, said Price should be given the maximum sentence for breaching his supervision order.

"The seriousness of the breach must be reflected in the sentence," Mr Rose said.

Judge Sexton indicated Price would be sentenced within a fortnight.‘

‘Sean Price, the man who murdered Melbourne teen Masa Vukotic and raped a woman two days later, has been sentenced to an additional three years in prison for breaching a supervision order.

Price was on the court-imposed supervision order in 2015 when he stabbed Ms Vukotic in Doncaster, and later raped a woman at a Christian bookshop in Sunshine.

County Court Judge Meryl Sexton said Price was not sorry for his actions and his prospects for reform were "bleak at best, if not non-existent".

"I find there is no remorse," she said.

"In the absence of appropriate treatment, you are now and will remain a significant danger to the community for the immediate future," she said.’

‘She said Price, who has been diagnosed with schizophrenia, was refusing take anti-psychotic medication and was currently confined to a high-security jail cell for 23 hours a day, having no contact with other inmates.

"You are in need of a great deal of assistance, but there is a large question over whether you will get that assistance, and if it is offered whether you will accept it," she said.

A new minimum term of 41 years has been imposed to take the breach into account, meaning the 33-year-old will be eligible for parole when he is aged in his 70s.’

I'm glad a few extra years were added and he'll be in his 70s but I really think it should be 'never to be released', that he'd die in a prison hospital and never experience freedom outside ever again!
