That seems like an odd comment to make. There is no statute of limitations in Canada that applies to murder. Ms. Hasan disappeared only 10.years ago; charges are often brought after a bigger lag than that if evidence surfaces.

What makes charges or a prosecution unlikely, I believe, is not the statute of limitations, which is (as you state) not applicable in cases of murder, but the difficulty in coming up with enough evidence to lay charges, or put together a reasonable case. Even if a body is found, it will likely be in a degraded condition; DNA may not be recoverable that indicates the assailant, if there was one. It may not be possible to determine cause of death, much less locate a murder weapon. Forensic evidence such as what is gained when a crime is fresh will be hard to come by, and there is no apparent motive so far. If what evidence can be obtained points to a relative abroad, it may not be sufficient to justify issuing a warrant for extradition, without any certainty that the other country would honour it. Beyond that is the possibility that the assailant, if identified (by testimony from relatives perhaps?) is deceased.

Cumulatively, these difficulties make charges or prosecution unlikely. The first priority is to find NH and, if necessary, give her proper burial.
 
Who was Nuseiba Hasan — the mystery woman who vanished years ago?

Hasan, who police say had been "in and out" of school at Fanshawe College at the time of her disappearance, does appear to have had a Facebook account linked to her name.
But the profile — which, under "schools," lists Robert Baldwin and Sam Sherratt public schools in Milton as well as Fanshawe — appears to have been renamed at some point to "Locate Nuseiba" and posts on the page appear to go back only as far as last October.

But that same photo of Hasan shows up on a profile under her name on "Wayn"— a once-popular travel site that "helps people to make the most out of life by discovering where to go and what to do from locals and like minded people."

The bio listed on the Wayn profile — which dates back to November 2006, around the time police say Hasan was last seen — is short: "I am looking for something different to do in my life. I like getting experience doing a lot of different things and appreciate it when people tell me I did a good job.

Father of missing woman had issues with children’s aid society

A woman who vanished 10 years ago and is presumed murdered was seized by child protection workers when she was a teen — infuriating her father.

Hasan's then 14-year-old daughter was taken into CAS care after she complained about "family problems" in June 1994, according to an old story in the Milton Champion newspaper

Thom confirms the daughter was Nuseiba. None of her eight siblings is known to have been in the care of CAS, he says.

On Thursday searchers focused on "an area of interest in one of the fields with the assistance of a backhoe," says Det. Sgt. Peter Thom of the homicide unit. "There's some evidence of fill being dumped there and the ground being changed from its original state."


He put up the sign when she was removed from the house and left it there for a year, long after Nuseiba returned.

Even after Nuseiba was back, her father believed the family was being bullied by the CAS with the help of the Milton municipal government. He said town officials asked him to take the sign down and warned that if he didn't they would cite him for violating zoning bylaws and shut down his small, rural garden centre he had been operating for 10 years on Highway 25, just south of Milton.

He reluctantly took the sign down.

"We have this garden operation to keep our children off the street and away from drugs," Hasan said. He was 58 at the time and had 16 grandchildren.

He was also the owner of Bethlehem and Sons Excavating.

There is a video clip as well, which, at the very end, says, 'the investigation is set to be reevaluated next week'.

Hamilton police are back to square one after no evidence was found at a Flamborough farm where a missing woman lived before she disappeared ten years ago. Despite homicide investigators scouring the 55 acre farm off of Concession 8 by foot, horseback, ATV and even drone, no evidence was uncovered related to the disappearance of 26-year old Nuseiba Hassan.

The new owners of the farm, who were shocked when police asked to investigate their property just weeks into settling in, say that the Hasans just used the land to ‘dump stuff.’ Police brought out an excavator to potentially uncover evidence buried beneath the surface.

Earlier it had been reported that the family owned other properties locally and that they would be searched as well, if nothing turned up on this property. I wonder if that information was mistaken?

A week-long search of the farm where missing woman Nuseiba Hasan was last seen before she vanished has come up empty, police say.


Now, investigators must go back to the drawing board and search for more information on a woman who disappeared all the way back in 2006, but was only reported missing by her family last year.


"We did not recover anything of evidentiary value," Det. Sgt. Peter Thom told CBC News, after the search wrapped up on Friday.....

"We'll sit down on Monday and reevaluate things," Thom said.


As far as police can piece together, a family member dropped Hasan off at the home one night in the fall of 2006, but when that family member came back for her the next day, she was nowhere to be seen.


Investigators believe foul play was involved, but have not found any trace of a body.

Thom said Friday that investigators are also aware that Hasan was seized by child protective services as a teen, which drew the ire of her father.

He also owned Bethlehem and Sons Excavating, Thom said. "That factored into the extent of the search as well," he said. "We knew we weren't going to be looking for just a shallow grave-type situation."


Police brought in excavators of their own to dig up a number of locations on the property with "anomalies," he said, where it seemed like the area had been previously excavated.

Police hope to speak with Hasan's mother when she returns to Canada. Thom says he expects she'll be back in the beginning of 2017.

Sadly, I can find no update on Nuseiba and the search.
 
Apparently, Nuseiba had a child when she was around 18 years, old. This child would be 18/17 years old today. And the child was adopted before she went missing.

ONTARIO COLD CASE: Young mom's disappearance reported nine years later

In February 2015, Nuseiba Hasan was reported missing to Hamilton police.

The twist? She hadn’t been seen since 2006.

She was last seen alive when a family member dropped her off at the family’s residence, at 1207 8th Concession West in Flamborough, at night, in the fall of 2006.

The next day, she was gone. But she wasn’t reported missing for nine years.

Investigators suspect foul play and believe she may have been murdered.

Hamilton police Det.-Sgt. Peter Thom said in 2016 that police don’t know why it took nine years for her family to report Hasan missing.

“It’s obviously something we find a bit odd,” Thom said at the time.

Hasan was described as approximately five-foot-four tall, with a slim build, and of Jordanian descent, with brown eyes and black hair.

Nuseiba Hasan was reported missing by a family member in February 2015. She was last seen alive in 2006.

"When she was last seen, Hasan was in and out of school, and the last place police know she was studying was Fanshawe College in London."

While little is known of Hasan’s childhood, a Facebook page attributed to her lists Robert Baldwin and Sam Sherratt public schools in Milton under Education. At some point, the page was renamed "Locate Nuseiba," but posts go back only to October 2015.

One of the few confirmed facts about her childhood is that when she was 14 she was taken into the care of the Halton Children’s Aid Society and placed in a foster home for about two months."

"Another twist to the tale is that Nuseiba Hasan, who was 26 when she went missing, gave birth to a daughter when was about 18. The child was adopted before Hasan disappeared, and Thom said in 2016 police were aware of the child’s location."
