Found Safe FL - Alanda McCoy, 4, Milton, 20 June 2017

The Santa Rosa Sheriff’s Department said a man found with a missing 4-year-old girl has been arrested on drug charges.

The Sheriff’s Department told Channel 3 News the charges are “unrelated narcotic charges”. They told us “possible charges related to Alanda McCoy are pending”.

According to Milton Police Chief Tony Tindell, the 4-year-old was found at a home in South Santa Rosa County.

Investigators are now investigating the 4-year-old and Kavchak to determine what happened over the last 12 hours.

At this time, additional charges are pending the investigation.

Investigators: Miscommunication led to Wednesday's Amber Alert

The state will not pursue criminal charges against a man for his role in the disappearance of a Milton child Wednesday, though he will face drug charges for narcotics allegedly found on his person.

Assistant State Attorney James Parker said through interviews with Kavchak and the child's mother, investigators determined the incident was a case of misunderstanding or miscommunication between the adults, rather than an abduction.

"It does not appear further charges are warranted, however the Department of Children and Families is involved and will evaluate the suitability of the mother to maintain custody of the child," Parker said.

Parker did not disclose the specific nature of the DCF investigation.

Alanda McCoy was removed from the home by authorities after Wednesday’s statewide Amber Alert was issued to locate her. The Amber Alert was cancelled after Alanda and her alleged abductor William Kavchak were found safely.

There seems to be a lot of confusion surrounding what happened. The mother has since stated that she gave Kavchak permission to take the child.

Kavchak will not face charges for the taking of Alanda, though he still faces other drug-related charges.
