What about this mysterious case? Could there be a connection? Angela would have been 35 in 1995 if she survived all of it. Height is far off.

I saw in the description that investigators reached out to the VA but did they check in with the Region 4 EPA office?

It's legal to have full-body burials at sea. Doing so legally would mean:

• Going out 3 nautical miles
• Make sure water depth is 600ft
• Ensure body will sink permanently (mistakes can happen)
• Report burial to the local EPA office within 30 days (FL is part of Region 4)

Since a hurricane came through in the days before Jane Doe was found, maybe it's possible it was an at-sea burial gone wrong?

She was dressed in scrubs, so I doubt it was an (at sea burial)
Just my opinion....
However, the hurricane could be significant...high winds and rough seas..could be a deterrent as to where the body was put into the water and how long adrift..

Thank you, I think this is very interesting point of view and a possible. Ringing in my ear, they wrote "she was tugged in".

As long we don't know what the cause of death was....Could it be an act of love....she dying, having lot's of pain, died, wanting a sailors grave, her last request, in the waters she loved? The words "tugged in" makes me associate with this.
Sounds strange...but it could be a possibility. Please don't be bold with me.

That's why, I think it's still a possible. Wish so much we could know if this was a natural dead or that she came to harm. In the end not that important -but interesting- One way or the other, she needs to be identified and get a (renewed?) proper burial.

I came across this missing woman; Mellisa Aurora Burgess. There is, sadly, very little info about her besides a Namus file and a thread on here (with no additional info). The National Missing and Unidentified Persons System (NamUs)
FL - FL - Mellisa Aurora Burgess, 20, St. Petersburg, 12 February 1988

She was last seen in St. Petersburg, FL on February 12, 1988. Her Namus file was created in 2011.

• Age: 20 yrs in 1988, would have been 27 yrs. in 1995. Jane estimated to be in her late 30 - early 40's, depending on the source; 30 - 50 yrs.
• Hair Color Blond/Strawberry (Mellisa's hair looks dark blond with a red tinge) Jane Doe dark blond with red tinge
• Eye Color Green, Jane Doe unknown
• Caucasian female, Jane Doe Caucasian female
• Height 5' 6" (66 Inches) Weight 125 lbs, Jane Doe, depending on source, 61 height estimated, weight unknown. Approximate Height and Weight: 5'1-5'3"; 115 lbs or between 5' and 6'.
• Mellisa had an accident, leaving scars on her back. Jane Doe, no scars mentioned, but the body was putrified had a left temporal craniotomy (operation where a flap is removed to get to the brain) Pott's fracture of right leg, that was surgically repaired with two orthopedic screws racture of right arm, and fracture of left clavicle.
• Mellisa did not have children?, at least not mentioned in some file, Jane Doe is thought to have not given birth
• Melissa: nothing known about being a smoker or having pierced ears. Jane Doe Right ear pierced x 2 left x 1, might have been a smoker.

Unless you know what happened to her (Melisa Burgess) between 1988 and 1995 it's impossible to exclude her because of that. Between this years a lot could have happened to her.

I don’t see where Lori has been ruled out. She is a little younger than the age estimate but other things seem to match.

UID has no mention of a mole on her chin or tattoos. However, she was in the water for weeks according to the PMI timeframe so skin surface may have been quite distorted.

Would a temporal craniotomy affect the eye? Lori’s left eye seems to have some type of defect In the second picture. Her DLC is about a month before UID was found.

If you zoom to view her teeth, they appear similar to UID.
