Thousands want to help remember 17-year-old

If you're looking for proof that the worst can sometimes bring out the best, just visit the Chelsea's Light page on Facebook. The page has only been up a few days and already has more than 18,000 fans.
You'll find a growing list of suggestions people have for remembering 17-year-old Chelsea King. Some of those suggestions include scholarships, charity races, and volunteer foot patrols at the park where Chelsea went missing.
"It's just very uplifting. It's very encouraging. It's very inspirational," said Poway High School peer counselor Traci Barker-Ball. She said the outpouring of support this week has been incredible.
Chelsea's memorial is scheduled for March 13 at 2 p.m. at Poway High school.

Experts say the public has 'unrealistic expectations' about preventing sex crimes

In particular, the crime has raised questions about the effectiveness of the Megan's Law Web site, which is supposed to prevent sex crimes by helping police keep track of known offenders and making parents more aware of potential threats in their neighborhoods.
Outraged comments have filled Internet discussion boards -- including the Facebook page created by Chelsea King's family during last week's massive search for the Poway High School senior, whose body was found Tuesday.
But academics and law enforcement officials say the public has unrealistic expectations about the ability of tools like Megan's Law to prevent sex crimes -- especially the rare cases such as Chelsea's involving lethal attacks by strangers.
"There's no way to create a zero-risk universe for this," said Franklin Zimring, a professor at the UC Berkeley School of Law. "That's not merely hard, that's impossible."
3,400 SEX OFFENDERS
John Albert Gardner III, 30, is the man suspected of raping and murdering King. He also is charged with attempted rape in a December attack on a woman jogging in the same park where King disappeared and was convicted nearly 10 years ago of molesting a 13-year-old girl at his mother's home in Rancho Bernardo. The conviction landed his name, photograph and home address on the Megan's Law online listing of registered sex offenders.
Megan's Law, named for a 7-year-old New Jersey girl killed by a sex offender who moved to her neighborhood, was enacted in California in 1996 to give the public access to information about such offenders. The state Megan's Law Web site was launched in 2004. More than 63,000 sex offenders are listed on the site, which receives millions of hits each year.
There are more than 3,400 registered sex offenders in Riverside County and another 2,700 in San Diego County, all of whom law enforcement view as having the potential to commit another sex crime, said Ron Garcia, director of a multi-agency Riverside County task force that targets sex offenders.
NO PERFECT REMEDIES
Legislators and voters enact "expensive and extreme" measures such as Megan's Law or Jessica's Law, which limits where sex offenders can live and mandates monitoring of sex offenders with global-positioning system ankle bracelets such as the one Gardner wore while on parole.
"How does that prevent this crime?" Zimring asked. "You know where he is, but you don't know where the victim is or who the victim will be." Others suggest locking up the dangerous sex offenders for life. "That would be fine," Zimring said, "if we had a good way of predicting."
Statistically speaking, it might make more sense to spend limited resources not on sex offender registries, but on public safety problems that are more preventable and affect greater numbers of people, such as highway safety, Zimring said.
"You're more likely to get struck by lightning," he said, than to get raped and murdered by a stranger. "That doesn't make us any less horrified when this kind of worst case happens," Zimring said.

Registered sex offender John Albert Gardner III, the suspect in the rape and murder of Chelsea King, was contacted by Escondido police at least eight times since January 2008, far more times than usual, it was reported today.
Contacts with sex offenders are normally made once a year, on or around their birthday, or when they move, according to The San Diego Union-Tribune, which reported that Escondido police declined to explain why Gardner, who used to live in Escondido, was contacted so frequently.

Criminal charges will be filed Wednesday against a convicted sex offender suspected of killing 17-year-old Chelsea King, prosecutors said. Meanwhile, authorities tried to confirm that a body found in a lakeside grave was that of the San Diego County student who has been missing for nearly a week.
District attorney's spokesman Paul Levikow did not immediately specify the charges planned against John Albert Gardner III, saying the complaint was still being written. The counts will be disclosed at an arraignment later in the day, he said.

Gardner is in custody on suspicion of rape and murder in the case of Poway teen Chelsea King.
Escondido police issued a one sentence statement Monday afternoon from Lt. Craig Carter saying "The Amber Dubois crime scene is still being processed and John Albert Gardner III remains a focus of the investigation."
It was the first time Escondido investigators had publicly acknowledged that the suspect in Chelsea King's killing was also the focus of the Amber Dubois investigation.
Gore told a few reporters after the news conference in Escondido that there would be a news conference at the Sheriff's department Monday with more details of the case revealed. Monday morning the Sheriff's department announced there would be no news conference today.
The Escondido police department has come under frequent fire for how the Amber Dubois case was handled. Most recently Amber's father said he wished the kind of search and investigative effort that the Chelsea King case received could have been launched for his daughter.
The San Diego County Sheriff's department was the lead agency in the King case, even though the search area and crime scene were within the City of San Diego limits and within the jurisdiction of the San Diego Police Department. Sheriff Bill Gore and his public relations spokesperson, Jan Caldwell, conducted all news conferences and major announcements about the King case.

But Judge David Danielsen stayed his order until Wednesday morning to give the attorneys for John Albert Gardner III time to decide if they want to appeal the decision to the 4th District Court of Appeal.
The report would normally be sealed, but if a person is charged with a subsequent crime, the law allows for it to be unsealed, the judge said.
Defense attorney Mel Epley said his client had been mentioned by authorities with involvement in the Dubois investigation and urged Danielsen to order law enforcement personnel, prosecutors, defense attorneys and court officials not to make any comment on the pending case.
The judge said it wouldn’t be appropriate for officials to comment. A hearing is scheduled tomorrow in Danielsen’s courtroom on the charges Gardner is currently facing.

John Gardner III, a registered sex offender, is suspected of multiple violent crimes. The allegations are raising concern for many about how closely sex offenders are monitored. At least once a year, sex offenders are contacted and must update where they live, work, their phone numbers.
Our county's S.A.F.E task force also goes to their homes to do compliance checks. All registered sex offenders are listed on the California Megan's Law website allowing the public to check if a sex offender lives nearby. There are 500,000 registered sex offenders across the country, said Mika Moulton, with Christopher's Clubhouse, a youth empowerment non-profit group. Moulton says 100,000 thousand sex offenders are not listed though. "(Who) are nowhere to be found. They've disappeared (or moved from) one state or another," Moulton said.
In Gardner's case, he was registered in San Diego County when police believe he attacked a girl in Riverside County. He wasn't considered a person of interest until recently.

San Diego Superior Court Judge David Danielsen also issued a gag order in the case. It prohibits law enforcement and attorneys from releasing any information or opinion concerning the trial, or evidence that may be offered or on ongoing investigations related to Gardner. The judge scheduled the preliminary hearing for August after hearing from attorneys who said they needed several months to prepare for the case. A preliminary hearing is typically the prosecution’s first opportunity to present evidence in a case in support of the charges. A judge determines whether there is enough evidence to order a trial.
Defense attorneys Mel Epley and Michael Popkins said Tuesday that they had not yet received police reports and other relevant documents in the case. Epley had asked for the hearing to be set in September. Prosecutor Kristen Spieler had asked for June. “Four months is more than adequate to prepare for preliminary hearing,” Spieler said. Danielsen, who works in a department that doesn’t handle trials, said he would wait until after the hearing to permanently assign the case to a judge.
Outside the courthouse, Amber’s father Moe Dubois declined to comment about the ongoing investigation. He thanked the public and the local media for focusing their attention on Amber and Chelsea, but urged them to focus some of the spotlight on others who remain missing. “There are many other children in the area who do need your help and do need your support,” Dubois said.
