NY NY - Janice Fullam, 17, Smithtown, 30 Oct 1981

I would appreciate it everyone would take a step back from what they think they know here. This is the work of James Debardeleben. And for once I can prove he was right there in the area at the time of the abduction. But before I do - consider this - she was walking alone (likely hitchhiking), in trouble with the police and clearly not planning on going anywhere (not packed, stopped at a friend's house to see if she if she wanted to walk to the bar with her. She said no thanks). So.... We have a confused teenager that likes drugs, lives in Long Island in the late 70's early 80's going for a walk on secluded road with not much around.

Enter our bad guy. He's a police impersonator. He has fake badges, fake sirens and a mean and to the point disposition. Picture if you will, he stops, he says; "Police, get in the car!" shows her a badge. She's certain the police are looking for her, she's startled - she reluctantly cooperates. Done. Handcuffs, guns, threats. They are in the wind.

Now - if you have a hard time picturing what I am saying to you, I implore you to look at the article (link below) and most especially the comments from a reader at the bottom of the page. He was there. He was doing just what I said, and she can pick him out of a photo ID. That puts him in the area at that time with intention to do harm.

We (my brother and I) contacted the private detective and a brother about the theory. As the case has been in so many of this guy's crimes, they blow it off. He was a monster. She was his perfect type. He was on the prowl and she was in trouble with the law. He pretended to be the law and prayed on young women walking on their own.

Evidence lockers at the Secret Service surely carry some clue to this crime. Her ID, some DNA or notes and/or tapes of her ordeal exist there. Perhaps even pictures.

She has been ruled out as Tennessee Jane Doe https://identifyus.org/cases/1576

Janice disappeared on Friday evening/night 30th Oct 1981. On the day she has received happy news that she was accepted for new waitressing position. She has called her mum around 6.30pm to share the exciting news. She left home around 9.30 pm, walked few blocks to see her friend Liz. Liz did not feel like going out though.

(Few accounts differ here with information what happened then, some stating that she have left to walk to nearby hangout area at shopping center and then came back to Liz again and some state that she has stayed at Liz, but nevertheless, all accounts agree that she have left Liz place around 10.45pm alone.

As near as anyone can tell she walked then west on the Nesconset Highway, a four-lane road flanked by a thick growth of trees. The bar she headed for to meet her brother was at Nesconset and Hauppauge Boulevard. "She never showed up"

Details of Disappearance
Janice was last seen leaving a friend's home in Smithtown, Long Island, New York at 10:45 p.m. on October 30, 1981. She stopped at her friend's and invited the friend to accompany her. The friend decided not to an Janice left the friend's home on Nesconset Highway alone.

She was en route to a local bar at Nesconset Highway and Hauppauge Road, where she planned to meet her brother Jimmy. Although Janice was underage, she had false identification to get into the bar. Janice and Jimmy were going to go to a nightclub in New York City. Janice never arrived to meet him and has not been heard from again.

Janice lived with her family in the 200 block of Mount Pleasant Road at the time of her disappearance. She had a naive, trusting nature and often hitchhiked. Her parents and teachers described her as a normal teenager who enjoyed rock concerts, was close to her siblings and got average grades in her classes at Smithtown High School West, where she was a senior.

However, she had both smoked and sold marijuana, and she had been arrested for selling LSD to an undercover police officer on three different occasions, twice at school and once at her home.

She pleaded guilty to one count as part of a plea bargain and faced the possibility of a year in jail, but disappeared five days before sentencing. Janice was reportedly frightened at the prospect of going to jail, but her lawyer believed she would get off lightly, since she had no prior criminal record.

Besides her legal troubles, things were apparently going well for Janice at the time of her disappearance. She had just been hired as a waitress at a local restaurant and was excited about it, and she had a good relationship with her boyfriend.

The police assumed she had dropped out of sight to avoid facing the possible jail sentence, and they issued a warrant for her arrest. Her family and her boyfriend, however, never believed she ran away, and they think foul play was involved in her disappearance.

Janice left all her belongings behind when she disappeared and had less than $1 in cash on her that night, which is inconsistent with the runaway theory. Her case remains unsolved; there's been no sign of her since 1981.

I agree. The shirt looks red and faded blue? But could have been faded green, and she was last seen with a stripped red and green pullover

Bit of a long shot but if she did run off, description matches and stats.

I was looking into Janice's case also, to compare her with the Jane Doe you mentioned....she could fit in the stats, appearance is very similar to the older recon (the new one not so much, and lower jaw bone wasn't found so that is an estimate), but the story around her disappearance doesn't sit right. It seems like if she really went to California (she was used to hitchhiking and had a reason to go off the radar) it would be a totally spontaneous travel.

Hmmm....Did anyone ever try submitting Janice as a match for the UID above? I think it seems possible. Snipped from Cold Cases - Investigative Services (U.S. National Park Service)

The woman was a white female that Lucas described as 5'05" to 5'06" tall with long, straight blonde to light brown hair. She weighed about 100-125 pounds, and wore silver rings on both hands.
Lucas estimated her age as between 17-20 years of age, but a forensic anthropologist placed her between 20-23 years of age at the time of her death. She was of European ancestry, had a slight overbite, and a long, narrow face.

Janice had frosted hair, certainly had a long, narrow face and overbite and fits the other stats. Where she had been arrested several times for dealing, and was facing a possible jail term, she certainly may have had connections her family and friends were unaware of. It is possible one of them picked her up, either planned or unplanned. Maybe they were concerned she would "rat them out" and/or helped/convinced her leave to the area?
