*17 year old woman (Sept, 7, 1997, Medina County) - *Samuel William Legg III (27 @ time of crime/49/now 51) arrested (1/2018),
charged & indicted (1/23/19) & arraigned (2/14/19) with 2 counts of rape. Plead not guilty. $1M bond. Medina County
Familial DNA match. Was extradited (Jan. 2018) from Chandler, AZ to Ohio.

9/13/19: The Medina County judge found Legg incompetent to stand trial, following the same decision that comes from Mahoning County in an unrelated murder case. A recommendation from the institution was read into the record, agreed to by all, and journalized by Judge Joyce Kimbler. The recommendation: He remains incompetent at this time, but could still stand trial. The law allows one year to restore Legg. The findings in Medina County will be shared with Mahoning County where Legg is a suspect in the murder of Sharon Kedzierski. 9/13/19: Defendant incompetent to stand trial but there is substantial probability he will become competent within one year of treatment. Defendant shall be returned to Twin Valley Behavioral Health Care for treatment.
10/30/19 Hearing: Still found incompetent to stand trial. Will be going back to a psychiatric facility for treatment. Court site says case is “disposed”. This order for treatment shall remain in effect until 9/16/20 unless terminated or changed by this court.
9/16/20 Update: Legg will remain in state custody in Franklin County, where he is under treatment in an effort to make him competent enough to stand trial in Medina County. Medina County Common Pleas Court Judge Joyce Kimbler ruled Wednesday that prosecutors have at least an additional 6 months to restore Legg to competency. Legg is facing two rape charges in Medina County as well as two murder charges in Wood & Mahoning counties & an out-of-state murder charge in Illinois. At Wednesday's hearing, Legg's attorney argued that under Ohio law, if a defendant hasn't been restored to competency after being at a mental hospital for one year following a court order, the charges have to be dismissed. Legg was ordered to Twin Valley Behavioral Healthcare in September 2019. Judge Kimbler found that Legg, by refusing to take part in the hospital's treatment program, had stopped the running of the one-year restoration period. She found that the time period should be extended by 6 months & could be extended even longer if Legg continues to refuse to take part in his treatment, and ordered the hospital, through the state of Ohio, file monthly reports regarding Legg's cooperation with his treatment. Legg has been diagnosed with neurosyphilis & schizophrenia, according to the Ohio Attorney General's Office.

3/14/20: According to the Ohio Dept. of Health, Ohio’s COVI-19 pandemic will peak around that time or in early May. Courts will continue to scheduled things for their calendars.
4/3/20 Update: Hearing was held. Next teleconference hearing on 4/14.
4/14/20 Update: Court finds defendant is incompetent to stand trial. Defendant shall continue treatment at Twin Valley Behavioral Healthcare. Defendant will not be released/discharged from facility without (10) day prior notification to this court & except as authorized by this order or future order of this client. Twin Valley must take any & all steps necessary to ensure defendant's attendance at all competency restoration programming including but not limited to meeting him individually. Order for treatment shall remain in effect until 10/30/20 unless terminated or changed by this court. Next Notes for Court hearing on 8/28/20 and then Notes for Court hearing on 9/30/20.

Legg's DNA was linked to her death.
8/20/20 Update: Bench warrant issued.

- *Angela Marie “Angie” Hicks (14) (disappeared July 21, 1990, found by Midway Mall on Aug. 30, 1990, Elyria, Lorain County) – suspect in this ongoing investigation.
Legg (21 @ the time) was Angela’s step father. DNA link to 3 homicides in Ohio & 1 in Illinois.
