Sorry, but I dont know how to view the rule out list after getting to the Namus page. I would appreciate it if anyone could tell me how.
I was trying to look at at Tammi Jean Campbell regarding this case. I know she has probably been ruled out but just making sure.

You need to register on the NAMUS website....When you go to a MP/UID's profile click the hyperlink icon...You will see the rule-outs/exclusions...

Just wanted to add...The suspect was bold...He dumped her body near a State Patrol Office or it's a weigh station where you see a lot of state patrol vehicles....

Update from DDP:

"DNA Doe Project Case Announcement: Kentucky Jane Doe - Franklin, Kentucky 2001

Status:
On 14 November 2018, the DNA Doe project coordinated to send Kentucky Jane Doe 2001’s biological material to a lab for DNA extraction. Her DNA has undergone two rounds of sequencing and is now undergoing genealogical analysis.

Who was “Kentucky Jane Doe 2001”?
On 9 October 2001, a survey crew working along the northbound lanes of Interstate 65 found the mostly skeletonized remains of “Kentucky Jane Doe 2001” adjacent to mile marker 12 close to the Kentucky / Tennessee State Line near Franklin in Simpson County, Kentucky (10 miles north of Portland, Tennessee and about 50 miles north of Nashville, Tennessee).

Authorities believe the murdered woman was white, about 25 to 35 years old, and probably stood around 5’6” tall. She had wavy, shoulder-length (12-14 inches), strawberry blond hair. Authorities noted that Kentucky Jane Doe’s teeth were severely decayed, and several were missing due to poor dental health. One important clue was the presence of a large, detailed rose tattoo depicted near her heart.

Kentucky Jane Doe wore a white or tan shirt, blue cotton shorts, and black sandals. Investigators also discovered two rings on the ground nearby, a plain gold band, similar to a wedding ring, and also an older, wide, intricately decorated, blue enamel and sterling silver band, decorated with roses.

Stable isotope analysis indicated the Kentucky Jane Doe might have spent significant time in the Great Lakes or New England region of the US during adolescence.

I submitted a possible match in 2017, my suggestion has not been listed in the ruleout list. The lady I submitted for matching did not have dental records, and I received an email stating they are hoping for a DNA match and too bad my suggestion did not have dental records. Just curious as to how long it takes on matching the DNA?

What’s the possible match? I’d love to take a look.

Lynne not Lynn autocorrect misspelled i, my apologies.

This article in the local Wilmington-Cape Fear region of North Carolina provides a little background information on Virginia's case: https://www.starnewsonline.com/news/20160516/at-least-24-missing-person-cases-remain-open-in-cape-fear-region

Haha! They have so many now! While we can’t see Kentucky Jane Doe’s FTDNA matches, she has okay matches on GEDMatch. They aren’t very high but they are better than many of the cases DDP has.
I’ve not familiarized myself with their Doc, but it’s magnificent!! I just can’t believe I missed this! (I’m elated about Julie!! Just seeing her highlighted in bright yellow makes my soul smile :) - but what the heck with Tom Green County John Doe?!) anywho....

I am actually curious as to how Sharon was ruled out. I’m not questioning the science of course, but from this side of things, that seemed like an irrefutable match. Then again, I haven’t read a lot about Sharon but still... all the things we look for when searching for matches is there. IMO. Do you know how long our Doe has been a DDP case, offhand?

Sharon was the very first person ruled out in this thread. I'm remembering that it was because she has tattoos that the UID doesn't have, but I don't see that in the thread so maybe not.

I guess rose tattoos on the breast aren’t all that uncommon, just seemed like just a good fit. Well, she’s in good hands, no doubt. Since I’m obviously out of the loop, are there any particulars that have come to light since they took the case? (Origin, ancestry, etc.) She’s got so many exclusions, I don’t foresee me finding the needle amongst the haystack, but just for my info...

None that have been announced.

Yeah, practically everything matches. But over the years I've been working with UIDs here, we've had a whole bunch of can't-miss matches that just didn't pan out for one reason or another. Facial matches especially--there are a surprising number of doppelgängers out there. I think over the years matching circumstances have been the strongest pointers to a match.
