They could also be exploiting the window of time between when they steal a car and when it's likely to go out on a BOLO by LE. Until then, they are driving a street legal vehicle, as far as they know. Maybe check the glove box for up to date insurance and registration info before you steal it.

So maybe every 4 hours they have to steal another car until they get to their destination. The problem there is you then have a stolen car you either have to hide or dump somewhere. And if you dump it somewhere near your hideout, that's not good.

Possible VW was headed up to Elkhart to borrow a legal vehicle from someone she knows up there.

They'd avoid Washington state border crossings and not deal with the great lakes and the waterways to the east.

I used to watch videos on YouTube of people walking across the Canadian border back and forth transporting weed in large duffel bags on their back. This was around 10 years ago and they were doing it around Montana to upper Michigan in the forests. One guy would do two trips a year and made a living. I remember him saying he was never worried about being caught by the authorities but was always worried about someone killing him and taking the drugs. Getting to Canada is easy.
 
I have heard that the restrictions have lifted considerably and that sometimes when people come to the border without having the appropriate Arrivecan information entered in that it just results in delays rather than refusal.

In non COVID times I would agree with you however, as a Canadian resident, who surprisingly just came home from a two week vacation in Alabama, and crossed the border last Saturday, scrutiny is very much in evidence.

This new program called ArriveCAN MUST be completed. You have to include where you are crossing and the time. It doesn’t matter how you cross. Everybody - Canadian or not has to go through the process.

I’m not trying to be difficult but I keep seeing people say how easy it is to enter Canada and ITS NOT! The Pandemic and tracking returned travellers for illness is a thing here. The pandemic has changed everything.

If they cross illegally then they will get through. If they try any legal means, they will have difficulty.
 
I'm thinking the stolen car was temporary ride. She's possibly purchased another car in Evansville and there's no telling what that one is and what alias she's using. If she does have family in Evansville she may have visited in the past and felt more comfortable doing business there.

The mystery to me is how did they transfer everything over from the Ford to the stolen vehicle, they must have had some privacy and time to do it.

Canada no longer requires a Covid test either, as long as you can show a vaccine card which is scanned into the app. You’re exactly right that Canada says you should load ID into the app 72 hours to avoid long lines and processing delays. But I know a family who went across to watch a show last week and we’re still able to upload their stuff the same day and get across.

Keep in mind that a border guard in Canada who looks at the app’s profile on a person who is crossing isn’t going to know what a vaccine card stamp from a CVS in California vs a handwritten note from a health department in Maine look like. As long as it looks above board and the name isn’t on a sanctions list of any kind, it’s not going to draw scrutiny. Canadians need the tourism for their economy. They’re not trying to keep Americans and their money out. They’re just trying to keep Covid out.
