The first of two weeks of hearings will explore William's foster and biological families, the period of time around the disappearance and early parts of the investigation.

The closely-guarded persons of interest list, which ballooned to include hundreds of names over the years, has been whittled down for the inquest's second sitting in August.

Some names on that list have been previously released by police but sources say one so-far unidentified person will be watched closely when they are called in front of the inquest.

Counsel assisting Gerard Craddock SC will deliver his opening address at 10am on Monday.

But no one has been charged for the suspected abduction.

AAP understands investigators hope the first week of hearings will show William did not wander into nearby bushland but was, instead, snatched by a predator.

"Co-ordinating and documenting the areas we search and the purpose of this evidence, whether it's presented to a court - coroner or criminal - is to prove that beyond reasonable doubt, William's disappearance was the result of human intervention and not misadventure," Det Ch Insp Jubelin said at the time.

A second round of hearings, beginning August 5, will be watched closely by detectives as people they've identified as worthy of suspicion take the stand. Under the powers granted to the coroner, these persons of interest may be forced to explain their movements and knowledge of William's disappearance before the court.

In truth, it’s been a mess from the get-go: William was a foster child, and the NSW Department of Family and Community Services put secrecy first.

On the day of his disappearance, it refused to let the foster parents be identified.

It also refused to let his biological parent be identified.

And so the initial reports coming out of Kendall were extremely confusing: a child was missing, but where’s mum and dad?

There were no parents, no grandparents, nobody was on TV pleading for his return.

Into that distressing scenario — into the abhorred vacuum — came rumours, innuendo, speculation about paedophile rings and dodgy neighbours and family members, much of it devastating to those who dearly loved William.

And yet for three years, the secrecy held. Finally, NSW Supreme Court Justice Paul Brereton stepped up and took responsibility.

The fact that William was a foster child was a matter of profound importance, he said.

Of course, the public had a right to know.

So does this mean we will not be seeing anything of the POIs this time around. They will appear in August?

And whose dogged determination got that Court matter firstly heard then the most sensible decision made. That person should be congratulated.

The Police and the Coroner were the one's that decided there was to be an inquest. The other person (or group of people) you are referring to had their petition for an inquest rejected.

I think the identified POI's will be in August. The family accounts of the disappearance and WT's initial circumstances on the day he disappeared and the search need to be examined 1st to see if any new information is revealed to move the investigation forward and officially rule out, (for the coroner), wandering off, misadventure. You never know but there may be some statements that stand out as contradictory that need to be looked at more closely. But who would cross examine the initial witnesses in this 1st part of the inquest if the police prosecutor is satisfied with statements?
