Investigators Call on Public for Help



San Diego – San Diego Police Department investigators are now calling 20-year-old Lateche Norris an at-risk missing person after three weeks of extensive investigative work in trying to find her. The change in status to at-risk was based on the totality of the circumstances, including the length of time Norris has been missing and the absence of anyone reporting verifiable contact with her. Norris last had confirmed contact with her mother on November 5th and she was reported missing to SDPD on November 9th. While there is no evidence to suggest she is the victim of a crime at this time, the Missing Persons Unit has followed up on every available tip and lead to date. Police continue to use all resources at their disposal to find Ms. Norris. We need anyone with information, sightings, tips, or leads to come forward. Tips can be called into the Missing Persons Unit at (619) 531-2277. You can remain anonymous by calling Crime Stoppers at (888) 580-8477.

Neither Lateche nor Smith had a car in San Diego. The couple may have used the San Diego Trolley for local transportation, the mother said.

On Nov. 1, Lateche flew to San Diego and met up with S, who had been enrolled in a local rehab facility, according to W.

The two apparently got into another fight on the evening of Nov. 4, W said.

Lateche then called her mother at 5 a.m. on Nov. 5 using a stranger’s cell phone.

Ugh, another missing woman after a fight with her boyfriend...

It's sad it took LE this long to list her as "at risk." no phone, no car, maybe not much money, and in a place she doesn't know after fighting with her bf who has an abusive history along with a frantic call to her mother from a stranger's phone. It doesn't take a rocket scientist to know she was highly at risk.

My gosh what an absolutely terrifying situation. The mom had to feel so awful giving her the phone number to her boyfriend and not instead making plans for her safe return home. Not moms fault by no means. Just as a mom this is what goes through your head. You can’t bubble them up but you want to

I won't post the link because she was 12 when she was posting on it, but there is zero recent activity and very few posts, all age-appropriate.

Over the summer of 2021, Norris and her boyfriend Joseph “Joey” Smith lived in an apartment complex on Riviera Street in Los Gatos, California near Santa Cruz.

Smith, 25, was working construction for a nearby contractor, who was paying the couple's apartment rent and providing them a work truck. Norris would assist Smith on his construction jobs.

Soon after they moved into the apartment on July 30, neighbors started complaining: The couple was in a volatile relationship, arguing and fighting inside the apartment.

The disturbances eventually led to Norris and Smith leaving the apartment.

September 1: The couple got into a fight at a Safeway grocery store on North Santa Cruz Ave. in Los Gatos. Police arrested Norris – not her boyfriend – on domestic violence charges.

September 7: Norris and Smith moved out of the apartment and flew back to Norris’ hometown of Anderson, Indiana, where they stayed with friends for a few weeks.

September 29: The couple got into a fight in Anderson, Indiana. This time, police arrested both of them on charges of misdemeanor domestic battery.

Friends told News 8 Norris would sometimes become combative when she discovered Smith had been using drugs. Norris did not use drugs, according to friends and family.

Mid-October: Smith flew from Indiana to San Diego, reportedly to enroll in an unidentified drug rehab facility, but he soon left.

October 31 / November 1: Norris flew to San Diego -- with a very long layover in Las Vegas -- to meet up again with her boyfriend.

November 2: Norris Facebook messaged a friend, saying "I don't have my cell phone anymore. I broke it..."

November 4: More arguing between the couple in San Diego, according to Norris’s mother, Cheryl Walker, who said she received several calls from Smith. He claimed the couple had argued and he had lost track of Norris on the San Diego Trolley. Also, that afternoon or evening, a friend reported seeing the couple at a 7-11 store next door to the downtown San Diego Library.

November 5: Walker said she received a frantic call from her daughter at 4:49 a.m. San Diego time. Norris was using a stranger's cell phone and she was trying to reach her boyfriend, Walker said. Norris asked her mother for the phone number Smith had used to call Walker the day before. She promised to call her mother back soon.

I would hope that LE has contacted the "stranger" whose phone was used for more information. Did she immediately call her boyfriend after calling her mother? How did she react when she made the call? Did she make other calls?

Hopefully the "stranger" has nothing to hide from LE on his phone and will be willing to cooperate.

Finding a missing homeless person in a large city filled with homeless people can be difficult. To some extent, most of the "homeless" population is also "missing" from friends and family.
 
So the boyfriend could be in Chula Vista. If Lateche were in with any homeless people, she would have been able to find someone's phone to use again. I think the best bet would be to organize a search party from where she was last seen and just question everyone. It would be good to find out who's phone Lateche used so they can give any information they might have.
 
It's heartbreaking this is not getting press like Gabby's case. I was in SD 11/12-11/16 for a conference and didn't see flyers or anything and I was at the 7/11 she was last seen at multiple times.

Most missing people's cases don't receive the publicity that Gabby Petito did.

People think the only missing people are the ones plastered in national news. They don't realise that there are hundreds of missing people every day, and very few get media attention. They are all as important as Gabby Petito.

It's hard when a family member goes missing to get public notice. The ones that do get plastered on national news are those who with family willing to be very public and that brings its own set of consequences. CW went public and started getting fake ransom calls, that's not uncommon. People will muck with the family, their lives become public fodder, they essentially become public figures during a time of extreme stress and without safety nets like PR help or personal security. There are financial considerations as well, taking time off work for interviews. CW is making sacrifices right now that very few will hopefully ever understand.

let me go over this link but stopped in to say that los gatos is much closer to san jose than santa cruz, los gatos is a suburb of san jose and in santa clara county. santa cruz is about a 40 minute drive through mountains and in santa cruz county. santa cruz is also much smaller than san jose so im not sure why they would use santa cruz as a landmark. los gatos is also VERY expensive. its like the beverly hills of san jose. i looked the link for riviera DRIVE (didnt find a riviera street)and it was hard to see much so use the man to walk around. even these simple apartments are high in los gatos.

“They have beat cops that are going to be out there. There’s a case open, I saw. They definitely are looking. If we’ve learned anything from these cases, it’s that the FBI and law enforcement are not overt with what they’re doing in their investigation. They love the media involvement because the media puts the person’s face up there and circumstances so we can all be on the look. But they don’t like involvement in the particulars of what they’re doing.”
