The location is not really a problem, in many cases people can disappear in one place and finally be found dead in another place, perhaps a little further from where they disappeared (for example, we have the cases of Sherri Ann Jarvis and Michelle Garvey).
They should be able to compare Margaret and this Doe, both have dentals.

I hope collecting DNA is still an option. However, I would imagine she was cremated right? I think that was the procedure back then.

I believe that cremation was indeed standard procedure for most Southern Californian counties in the 1980's :(

Fingers crossed that maybe they have dentals? It's better then nothing at least...
