I don't know why but I was thinking maybe it's something like this? maybe it was left open or something? Seems like Bruce park has a sprinkler system for kids to play with.

I think this is correct. The news said it was similar to a manhole cover.

I am floored this is how they are covering the hole, especially after a child fell into one and died!

Even if a 3 y/o child could move the lid he in no way could close it back.

Mourning family left with questions after body of missing 3-year-old found in water tank

Police said they believe that there are more people with pertinent information to the investigation. They request that anyone who was at the park around the time that Amari went missing contact the police.

I thought it was interesting that the relative interviewed in the video said the cover was unsecured enough that "one of us could open it"... Did the family look in there and find his body?? Was the cover closed when LE found him or had it been left open?

Jacksonville, Fla. - SUNDAY UPDATE at 9:35 p.m.: Jacksonville police provided more information regarding the body of a missing 3-year-old boy in a press conference.

Police said Amari Harley was reported missing at 4:45 p.m. after family searched for him when they could not locate him at a large family gathering at Bruce Park.

Investigators said they got a tip to check an underground water-holding tank inside the park, which they said is large enough for a small child to slip into.

Once the tank was drained, investigators located the body of a small child that matched the description of Harley.

Hey everyone! It's been a while since I posted!
I just want to add my 2 cents in here. This one is driving me insane. I honestly feel there are a ton of unanswered questions. It's not setting well with me.
Two things hop out at me immediately. His autopsy was performed on the day following his death. They refuse to release the findings. The cops and everyone involved are remaining tight lipped. They say they are continuing to investigate it and looking for witnesses to it. Foul play has not been ruled out yet. Personally I do feel he didn't get in that tank alone.
I will share what I posted on another site that sums up my questions and issues with this case:

"Ok been trying to keep up with updates about the 3 yr old who drown in a sewage tank in Jacksonville on Sunday. A few things are bothering me about this so far.
I totally get that the city is in some way responsible for making sure everything in public parks are 100%.

I also hurt for the family who lost this precious child and they remain in my prayers.
With that said, this child went missing at a family gathering. They noticed no one had seen him for a little while at around 3:30pm. They looked as a group for him until 4:43pm I believe. No one is discussing the glaring issues here.
That's over an hour that he was missing before they contacted police. WHY did they wait so long?? After 5 minutes someone should have been calling 911. If not sooner. It may have possibly saved his life. Park goers have said in comments that where he was found was not near where they were. So unless he grew wings and flew or had help getting there in the first place, those minutes could have saved his life! Precious time wasted imo.

Granted hindsight is 20/20, it SHOULD be discussed properly so that others learn from this tragedy. A lot of new parents out there every day and things like this can be prevented and should be discussed often so that another child doesn't suffer this way. I want to cry when I think what he must have been going through in those last moments.
Where were the adults watching this child that day? Even though they suffered a massive loss, not all of the burden lies on the city imho. Someone had the job of keeping this three year old in eyesight at all times.

It should also be discussed how easily he could have been prey to some crazy person in that hour he was missing before calling 911. There's more danger to a 3 yr old than just falling into that sewage tank. Predators, being struck by a car, just getting lost period. There were others possibilities than what happened.
That lid sounds like it was also vandalized often. I hope they dusted for fingerprints on that lid.
With the cops not releasing the autopsy results, I can't help but wonder if there was foul play involved. There are tons of scenarios that could be at play here.
Is this possibly a copycat situation in a way due to the other child falling into a grease trap recently and drowning? Like the guy who left his son in the car to basically cook? His followed several hot car deaths near the time that crime occurred.

Don't forget, a "tip" led them to where the child was found. Is someone withholding knowledge?
For some reason this one is really bothering me. Has from the beginning. Am I the only person thinking this?
Please don't misunderstand my heart. That precious child is in Heaven way too soon. But more than one person is to blame here. Until all the answers are revealed, I think we need to make sure we remind ourselves and anyone we know or love to ALWAYS keep your eye on your child. Don't let anything distract you from that one job you have as a parent. Parents these days are always on their phones and just like texting and driving, it only takes a second for a child to get hurt or lost. We need to make sure that young parents are very aware of the dangers that are out there. This was preventable. 100%.

I promise I'm not cold hearted. We need to learn and relearn from this tragedy. It could have been prevented. Another thing that makes me consider foul play is if everyone searched the whole park, including the police during the hours after it happened, leads me to believe the lid was back in place during the search. Otherwise it wouldn't have required a "tip" to locate him. Someone would have noticed that lid out of place and immediately sounded the alarm."

I'm seriously getting the feeling that there is more to the story and the police are just crossing their T's and dotting their I's before making a move. They are waiting on a toxicology report too to come in.
This is truly a terrible tragedy but I do feel more to the story is on the way.
Honestly... in my opinion, the mother should at least get charged with neglect.

A company contracted by the city of Jacksonville to inspect Bruce Park&#8217;s septic-tank system had not yet completed its monthly inspection when a 3-year-old boy on a family outing was found dead inside a tank on Oct. 22, according to summaries submitted to the city by Environmental Remediation Services.



Prior to Amari Harley&#8217;s death, the most recent inspection of Bruce Park&#8217;s septic-tank system occurred on Sept. 12, when Environmental Remediation Services determined &#8220;All Opps OK.&#8221;
If the October inspection at Bruce Park had been done prior to Amari&#8217;s death, the findings of that inspection could have helped Jacksonville Sheriff&#8217;s Office by giving investigators updated information beyond the results of the Sept. 12 inspection.
The Sheriff&#8217;s Office has been seeking to determine what went wrong at Bruce Park and how Amari ended up in one of the underground tanks, whose openings are supposed to be protected by lids that are child-proof and resistant to tampering and vandalism.
