Found Deceased FL - Amari Harley, 3, Arlington, 22 Oct 2017

I don't see him lifting the lid and jumping into a dark hole, I just don't think 3 year olds are that bold. And I can't see him falling in while just walking around as the rim in raised.

And how far from the family event was this tank?

Sorry, I think there is foul play.

From reading some of the comments here and there, a person stated that they weren't close to where the tanks were.

The tanks (2) were near a restroom which would be a secluded place for some crazy person to harm him.
Been trying for a few days to get a map of some sort to figure it out myself.
I believe there was an event going on also in regards to Breast Cancer that day too. So there are a lot of eyes that would have noticed a lost little 3 year old.

Mind you it took a "tip" called in to locate where he was.
So that tank had to have had the cover back in place while the search was ongoing. Someone would have noticed that if the hole had been open. IMHO.

It's not been ruled an accident and they are still investigating it.
I agree. I think there was some kind of foul play.
It truly makes you wonder if they need to check other tanks like this for bodies. Heck could be a predator.

Monthly inspection of Bruce Park’s tanks hadn’t been done yet before 3-year-old’s death

They are replacing I believe all the tanks that have lids similar to this. BUT they are quick to dodge questions regarding it.

This one had been vandalized prior to his death.

IMHO they should all be fenced in too.

Watched a lawyer discuss this case one night and he said a court would probably go by percentages in a case like this regarding them filing a lawsuit. Like the parent was so much percentage at fault, city so much at fault etc. Was interesting to watch.
The family has retained a lawyer already. Watched an interview with her too.

Here's an aerial view of the area around the 2 tanks. You can see the 2 green lids in the middle. This is by the playground too.

Another view. You can see one of the tanks and how high up off ground they were. This screen shot was from January of this year. The lid looks in place too.

This one is a little bit of a view of both tanks. You can start to see the other tank by the restroom door that's open.

This is the only other grease trap?/tank on that block that I can find and it looks to be solitary and has what appears to be a heavy type lid. The ones shown in the pictures regarding the incident show 2 side by side. So I don't think this is the one but just incase someone is interested here it is. It is located directly behind Dominos and beside a sidewalk.

This was also from google maps dated Jan 2017.

Ok here's a crude "points of interest" at the Park. With reference points.

The thing that is now jumping out at me is the fact that there were 2 events going on in this small park and no one saw him around those tanks??? Something is just not right.
Plus if the lid was off and it was that close to the bathroom, I think one of the adults would have recovered it or something.
Makes me think of the case of the woman in the water tank on the Cecil Hotel. Very creepy.
I do hope they dusted that lid for fingerprints!!!!

Jacksonville, Fla. - SUNDAY UPDATE at 9:35 p.m.: Jacksonville police provided more information regarding the body of a missing 3-year-old boy in a press conference.

Police said Amari Harley was reported missing at 4:45 p.m. after family searched for him when they could not locate him at a large family gathering at Bruce Park.

Investigators said they got a tip to check an underground water-holding tank inside the park, which they said is large enough for a small child to slip into.

Once the tank was drained, investigators located the body of a small child that matched the description of Harley.

They got a tip to look inside the water tank?

This was exactly my first thought. If they received a tip to look in the water tank, then it sounds like foul play.

What keeps running through my mind is where the tip came from. I just wonder if several older kids did this and one of them got scared and told their parents and the parent called in the tip. Just a thought. I could see that type of scenario happening.

http://www.firstcoastnews.com/news/...y-died-by-drowning-according-to-dcf/491766349

DCF states: "Three-year-old Amari Harley died by drowning before being found in late October in a drainage hole at Bruce Park, according to the Department of Children and Families."

Amari was found unresponsive in the water tank and"later died at the hospital".... ruled a drowning by DCF.

This link however states the sheriff's office is still investigating it. http://www.myplainview.com/news/article/Report-Boy-found-in-septic-tank-accidentally-12359110.php

I'm not sure how a medical examiner can rule a drowning accidental. I mean he's three years old... if he's thrown into a tank it will be a drowning because he probably can't doggie paddle for hours right? The drowning isn't a shock to me. Expected that much. But how did he get into the tank to begin with?
Some other links state they are still looking for witnesses. They haven't stated yet if the lid was back in place at the time they found him and since it was so close to the restrooms, I'd feel a parent or someone would be alerted by the uncovered lid and put it in place when they first arrived.

Still feeling like there is more to the story at this point. Do the DCF always have final say in an investigation?

Tank not properly inspected: https://www.clickorlando.com/news/n...ere-3-year-old-drowned-not-properly-inspected

Recently obtained documents show the septic tank that a 3-year-old boy fell and drowned in was not being inspected by a licensed contractor, which is required by law.
