Maître Bernard Boulloud is a very angry lawyer. Angry since Friday, date on which he was received at length by the dean of the investigating judges of Valence, with his client Régis Pique, whose companion Éric Foray disappeared on 16 September 2016 in Chatuzange-le-Goubet (Drôme). Disappearance in which Nordahl Lelandais is mentioned. "We learned that the public prosecutor wanted to ensure the seriousness of our complaint with the filing of a civil suit for arbitrary arrest, abduction and sequestration. I don't understand. The prosecutor has been director of the investigation for a year and a half and could have been concerned about the progress of the investigation for a year and a half. It is simply astounding. It's adding pain to my client's pain," the lawyer from Grenoble lawyer said yesterday.

And this is not the only case in which Me Boulloud points to dysfunctions. "The same is true of the case concerning the disappearance of Malik Boutvillain from Échirolles on May 6, 2012, or that of Nelly Balmain on August 8, 2011 in Saint-Jean-en-Royans (Drôme). Many investigative shortcomings are also evident in these two files. For Malik Boutvillain, the public prosecutor of Grenoble, in charge of the case, has since made amends. In agreement with the families, I will go to the two inspections, but also to the Department of Justice, to verify whether the work that had to be done was done or not. But obviously, it was not because we have the impression that the files of disappearances of major persons interest nobody, whereas it is the first hours which are decisive in this type of investigation and that any disappearance requires the services of investigations to react immediately".

By contacting these various services, the Grenoble lawyer intends to advance the way these disappearance investigations are handled. The justice system, the investigation services, must absolutely change their working methods, their way of looking at things, in order to proceed to cross-checks as quickly as possible".

And Master Boulloud does not want to stop there. He now also questions the investigation into the murder of Corporal Arthur Noyer, in Savoy, for which Nordahl Lelandais was indicted on 20 December 2017: "We have many questions because of the vagueness maintained since the beginning of this disappearance, in April 2017. I have still not been able to consult the file as a civil party, whereas this is a right as a civil party, without, of course, disclosing its content. From the beginning, we were told that the investigation was continuing, without telling us what it was. It is legitimate to ask whether the basic requirements were actually carried out in this investigation. And if there were investigations, it is still necessary to know if the results of these investigations were exploited at the right time, and if that would have allowed to get the hand on Lelandais before August. That might have prevented Maëlys' murder. We will check all this scrupulously.

Bernard Boulloud: Justice always serves us the same old song. I'm sick of it. I will give you just one example. I filed a kidnapping complaint against X for Eric Foray's disappearance in September 2016. A man disappears. He goes shopping. He has an appointment. And nobody sees him anymore. We can't find his Suzuki vehicle or his body. But there has never been an investigation of the environment, a search to seize his phones or computers. In France, you can disappear like that! Investigations are deceptions because if the magistrate asks for nothing, the investigators can do nothing. Today, magistrates are trying to keep lawyers out of the judicial arena because our right is also to ask questions and consider leads.

Where are we on this case?

I have just learned from the dean of the judges of the court of Valence that she must submit my constitution of civil party to the prosecutor who, according to the rule, must give an indictment if he wants to widen the qualifications. And the prosecutor who has been in charge of this case for a year asks if my complaint is justified and serious... He is the one who has had the investigation for more than a year. He's trying to cover his tracks because the investigation file is empty!

You're even more virulent on Corporal Noyer's case?

The family is entitled to ask many questions. I wonder if all the information available at the time of his disappearance has been exploited and cross-checked. The video captures already existed in April 2017, there was already a suspicious car in the streets of Chambéry and the phone of the corporal was already making a joint journey with another, unknown at the time (Editor's note: it turned out that it was that of Nordahl Lelandais). What was actually done in this investigation? Access to the file, even for the family, is made impossible by judges who contribute nothing to it, because nothing is done. Couldn't we have prevented Maëlys' death? And when we discover that the piece of skull found in September 2017 corresponds to that of Arthur Noyer on 18 December 2017, three months later, by a curious coincidence on the same day of Lelandais' police custody, I have a terrible doubt about the seriousness of the investigations.

Any other examples?

In the case of the disappearance of Malik Boutvillain on 6 May 2012 in Echirolles (Isère), nothing has been done. His computer was seized only a few days before I filed a complaint in 2017. The Grenoble prosecutor admitted his fault. And in the case of Nelly Balmain, this young woman disappeared in 2011, no investigator came to seize the telephone and the computer of this young woman who left on a scooter. The parents, weary, donated the appliances to a charity. The case was closed before being reopened in the context of investigations linked or not to Nordahl Lelandais. But many clues have been lost...

Six years after Malik Boutvillain's disappearance, an investigation by an investigating judge was opened in Isère. The decision follows the arrest of Nordahl Lelandais, who was indicted in two cases and may be involved in other cases.

Her brother Malik disappeared on May 6, 2012. The same evening Dalila Boutvillain went to the police station to report him missing. She was then asked to wait 48 hours before being able to start anything as Malik is of age.

But 48 hours later, on May 8, a holiday, no one was able to take her statement, she said. So it was only after 72 hours that Malik's family was able to report him missing: "We lost 72 hours, when we might have found something".

After this report, Dalila Boutvillain and her sister began a side job as investigators on their own: "At the time, we were told that there was only one officer who dealt with disappearances and that he could not leave his office, so we ourselves interviewed the people in our neighbourhood, called the hospitals, put up the posters and organized the searches in the woods. But we were not provided with any means."

"The notion of a disturbing disappearance is determined by the investigator. Malik's disappearance was designated as such because of his pathology, but nothing more was done," Dalila adds.

Malik's not the only one missing. There were 11 in total at the time. 11 people, whose relatives met a short time ago following the disappearance of little Maelys. "At that moment, we realized that the investigations for ten of the disappeared had been minimal," Dalila exclaims.

Some families of the disappeared therefore decide to file a complaint against X. And it was this complaint filed by Dalila Boutvillain that recently led to the appointment of an investigating judge and the reopening of the investigation into the disappearance of her brother Malik.

"We would like to know if the investigations on the phone calls would have made it possible to find Mr. Lelandais' number as quickly as possible," he says. The lawyer implied that if Nordhal Lelandais' lead had been found earlier, "one can argue that the Maëlys case would not have existed."

I have to agree with him. When adults (and older teens) disappear the police is reluctant to investigate, but in NL's case it would probably have saved at least Maëlys life.

Possible reconstitution ? Recherches ou fouilles ? Les enquêteurs pourraient se rendre en direction de la Combe de Savoie et de Montmélian, là où au mois de septembre 2017, le crâne et des ossements d'Arthur Noyer ont été découverts.

Hints that the investigators could be going where Arthur Noyer's partial remains where found. It is reminescent of the day NL showed where he left Maëlys :(

Nordahl Lelandais had admitted to picking up the young soldier for a ride, but he had so far denied the murder.

Nordahl Lelandais is like a boxer. When he's in the ropes, his defenses give way. On Thursday, the man who took six months to confess to the murder of little Maëlys acknowledged his role in the death of Corporal Arthur Noyer, the 24-year-old soldier who disappeared on 12 April 2017 after leaving a nightclub in Chambéry (Savoie). This is the second murder he has confessed to.

Nordahl Lelandais was extracted Thursday morning from the specially equipped hospital unit (UHSA) of the Vinatier hospital near Lyon (Rhône) where he has been detained for over a month after his confession in the Maëlys case. Heard by the judges in charge of the case of the disappearance of Corporal Arthur Noyer, Lelandais was taken in the afternoon on a road in the area of the Col de la Marocaz in Savoie, precisely where the bones of the young soldier had been found at the beginning of September.

According to our information, Nordahl Lelandais acknowledged his involvement without giving more details on the circumstances of the facts.

On 5 February last, during a previous hearing, he admitted having picked up Arthur Noyer on 12 April 2017 on the side of a road in Chambéry, before dropping him off further away. Since December, Lelandais had been under investigation for the murder of Arthur Noyer following the discovery of disturbing evidence: the presence of his Audi on video surveillance cameras around the area of disappearance of the young soldier, but especially the simultaneous activation of relay terminals between his mobile phone and that of the victim the night of his disappearance. Clearly, Lelandais and Corporal Noyer's phones had "followed" each other during the night.

Nordahl Lelandais' new confession confirms the investigators' suspicions. During the investigation into the disappearance of little Maëlys in a neighbouring department, the gendarmes of Chambéry had taken a second look at that of Corporal Arthur Noyer, who disappeared one night in April 2017.

It was by reviewing video surveillance images that they spotted the suspect's Audi, already noticed in the Maëlys case. The discovery of the victim's skull by a walker on September 7, 2017, then other bones in the same area a few weeks later convinced investigators of Nordahl Lelandais' involvement in this murder.

As with the disappearance and murder of little Maëlys, Nordahl first denied any involvement. But, by cracking in the face of evidence on February 14, he undoubtedly opened a breach that the investigating judges decided to rush into. But if he admitted his involvement on Thursday, he wouldn't have given any more details. Just as he did in the Maëlys case where he refused to explain the circumstances of the girl's death.

In any case, this is the second case in which Nordahl Lelandais confesses. For a long time resistant to the evidence, this former soldier with a blurred profile is also suspected of being involved in other unsolved disappearances in the region. More than a dozen files are currently being re-examined by the gendarmes as part of an investigation unit. And the suspect's latest statements should encourage them to continue their investigations.

Though they were asked several times, neither the public prosecutor's office nor (Lelandais') lawyer Alain Jakubowicz wished to comment, either during the day or at the end of this hearing.

At 9 p.m., the former dog trainer, aged 35, was returned to the specially equipped hospital unit (UHSA) of the prison of Lyon-Corbas, in the psychiatric hospital of Vinatier in Bron where he is being detained.

Nordahl Lelandais, who has already admitted to the murder of little Maëlys, confessed on Thursday to having killed Corporal Arthur Noyer, missing since 12 April 2017, AFP learned from a source close to the file, confirming information from Le Parisien.
The former 35-year-old dog handler had been taken on Thursday by investigators near Chambéry (Savoie) where the bones of the 23-year-old soldier had been discovered. Until then, he had admitted to picking up the corporal but denied any responsibility for his death.

According to information from the Dauphiné Libéré, Nordahl Lelandais did not, however, explain the circumstances.

If Nordahl Lelandais admitted having killed Corporal Noyer, let us recall that the magistrates selected the premeditated nature during the indictment of the thirty-something from Domessin, on December 20. Because it is indeed for assassination that he is being indicted.
