2 charged with murder in death of girl, 3, in Gary; allegedly subjected girl to horrific abuse

GARY, Ind. (WLS) -- A man and a woman have been charged with murder after the death of a three-year old girl that they're accused of abusing in northwest Indiana, according to court documents.

Xoey Glenn died last Friday at Comer Children's Hospital, the Cook County Medical Examiner's Office said.


Last Tuesday, Gary police and paramedics arrived to an apartment in the 300-block of Clark Street. There they found the toddler breathing but not responsive.

"Two officers on scene immediately saw some wounding, some bruises to the face area, and Gary Fire Department medics arrived on the scene and confirmed it looked like there was some abuse," said Gary Police Cmdr. Jack Hamady.

Doctors said Xoey suffered traumatic brain injuries, and the medical examiner reported she died of multiple blunt force trauma, prompting investigators to launch both a murder and a child abuse investigation.

The Lake County prosecutor reported a doctor at Comer Children's Hospital described the girl's injuries, saying, "she had been battered and abused based on the bruising which covered her body from head to toe."

Devan Loventa Allen and Tiarra Ashanti Renee Glenn are accused of beating and torturing the child.

Three days after her death, Xoey’s pink bicycle rested on the front lawn of her Gary apartment on Clark Road. Her mother, Tiarra Glenn, 28, told police her 3-year-old son “was crying hysterically, started hyperventilating and then became unresponsive.”

Glenn initially told police that Xoey was disciplined for not eating her food.

The victim’s 5-year-old sister told police that Xoey was “beaten” with a belt, and that her mother’s boyfriend, 29-year-old Devan Loventa Allen, often forced the girl to stand in the corner. and “make an X with your body against the wall.”

Tiarra Glenn later admitted that she hit the little girl with a belt at least six times. Glenn said Allen also hit the little girl, tied her hands together behind her back, and covered her face with a black scarf.

Glenn said Allen took the little girl back in the closet and struck her several more times before the girl collapsed.

According to court documents, when Glenn was arrested she told investigators she allowed her boyfriend to discipline Xoey with blindfolded beatings and cruel punishments. She told them she is pregnant and has a medical condition and she could not hit the girl hard enough.

Both need to be put away in dark cells for the rest of their lives. Either that, or the needle. Indiana still has the death penalty.

Through Gift of Hope, Xoey's heart was donated to a 7-month-old boy, her liver went to an 8-year-old boy, one of her kidneys was given to a man in his 50s and her other kidney went to a woman in her 40s.
"I was happy my daughter was able to live on through those four people," Upshaw said.
Jennifer R. Williams said he hopes her family gets meet the recipients one day.

"Yes, (Xoey) is gone from the body. She lives in the heavenly realm," Williams said. "But her earthly organs are helping someone else to live."

Has it been determined how she sustained the traumatic brain injury? Would a belt cause that? I'm wondering if the bf punched her in the head?

I'm so tired of reading these stories. If people can't or won't raise their children, they should do the loving thing and give them to people who can love and support them and put their needs first.
