MD - Forbes “30 Under 30” CEO Pava LaPere, 26, found with blunt-force trauma, Baltimore, 25 September 2023

"BPD’s Special Investigations Section is working to determine potential connections to Billingsley and other cases," the statement added, noting that Billingsley had been arrested in 2013, 2011 and 2009 for multiple charges, including "sex offense, 2nd degree assault charges and robbery.”
“He did give a statement indicating that he did beat the victim with a brick and his hands,” she said. “It’s a heinous case.”

"A pretrial services investigator stated that Billingsley previously received psychiatric treatment from age 3 to 16 for suicide attempts and reported using ecstasy weekly for 19 years. He has been unemployed for one month."

Wonder if in his mind the couple were to blame for his job loss, since he had worked there as a maintenance man?

Institutions were very expensive but some people can't be rehabilitated or problems fixed and they pose a great danger to everyone else...

Used ecstasy weekly for 19 years? He was imprisoned while in his early 20s so his whole childhood and youth was spent on drugs?

jmo

The details just get more horrifying.

He had used the "lost my keys" line as part of his first known sexual assault years ago.

"On Friday, Billingsley was captured on video following LaPere as she walked home, law enforcement sources briefed on the investigation told CNN. LaPere did not seem to notice the suspect, who kept a distance from her, they said.

LaPere entered her apartment building’s lobby but returned to the front door after she saw a man, later identified as Billingsley, waving at her through the glass, a statement of charges obtained by CNN affiliate WJZ says, citing surveillance footage.

Billingsley appeared as though he was having trouble getting into the building – as if he had forgotten his keys, the sources said."

Edited to add better link.
Sadly, she was trusting and naieve

Did I read this right? He received psychiatric treatment from the age of 3 for suicide attempts ??
Wtf

The reporter at the YT link above where they showed the roof, etc. used that word. He attended the vigil the other night and said family/friends spoke of how she would talk to anyone...so tragic that she crossed paths with someone like this. He also said the neighbor said Pava used to go up on the roof, even though it is not really an amenity of the building.

Who thought it was a good idea to hire a sex offender to do maintenance in the building? The mind boggles.
It wasn't her at building. He was hired to do some kind of maintenance at some point at the rooming house by a slumlord. That is where he attacked a week earlier, he and parties were known to one another, perhaps from his prior work there. I do wonder how often this does happen though.

was that in MSM, that they were known to each other?

Female neighbor who lives in the same building as Pava said the perp returned to the building on Sunday, days after Pava was murdered but before she was discovered. He asked her to let him in the building, she stalled, and he left rather than follow her in.

Good for her! He probably wanted to check on the body and maybe try to hide it more or clean up the crime scene from his DNA. He probably would have killed the young lady who did not let him in since she would have been a witness to him reentering.

"The Baltimore Police Department report said that surveillance footage showed 26-year-old LaPere arriving at 10:32pm.

LaPere was then seen sitting on a couch in the lobby, with Billingsley, 32, arriving shortly after, waving at her through the glass door, before she let him inside.

After entering, the two stepped into an elevator together, before Billingsley reemerged at 11:08pm 'scrambling' for an exit according to the police report.
....

Police sources confirmed to DailyMail.com earlier this week that LaPere's badly-beaten body was found on the roof her apartment building.

The police report also revealed that she was found laying face-up, half clothed and had suffered blunt force trauma to the head, face and body.

The report stated: 'This crime scene consisted of a brick, blood, buttons, pants, 3 teeth, broken hair clip and a pair of red shoes believed to belong to the victim.'

It remains unclear if she was murdered before she was dumped on the roof, or if she was killed on the roof. Police have remained tight-lipped on details of the crime."

Tight-lipped on details???? Who gave out all the details such as the brick, clothing and TEETH?
