I have not stopped thinking about this girl trying to figure this out and what came to mind was her Rudy tattoo and that she was seen with a Black Guy causing trouble.. immediately my punk rock child hood came to mind and thought Rudy and Rude boy that was always used in Ska and was a term that ment delinquient or trouble maker and became a look also.. The Specials covered a song called A Message to you Rudy that became really popular

Many of the girls dressed androgynous or was a Riot Grrl before that even became a term, she could of been part of the Early Punk, Ska, New Wave and Artist crowd. I don't know what her hair looked like but looking at her Post mortem it has that look.. I am thinking this girl either went missing years prior and changed her hair. Or she could of been from UK where Punk all began?
I read this article about some girls hitchhiking in the 1970s and the woman talks about hitchhiking in Canada as well as England when she and her friend were young so I guess its entirely possible..
