I don't know how the investigation is going along, but the sheriff is absolutely great.

He cares for his people, and very obviously so. Great guy!.

This, from the first link, sounds to me like they are already very sure it was a case of OD, and not murder.

Yes. But with the sheriff's baffling pronouncements (including the triple negative above), one cannot quite gain a steady grip upon existing facts.

Not too obvious.

So the sheriff thinks either she OD'd or had trouble with one of her fellow addicts or dealers.

Or maybe she wandered, fell asleep, and succumbed to the elements.

It sounds to me like:
A: cod is not visible -she could have been strangled or ODd - they have anything from an accident to a murder (ie wandering and dying of hypothermia for example)
B: they believe it was someone she knew and are investigating drug connections - no threat to general public in terms of it being a personal or accidental crime, not a psychopathic killer

Some might opine the motel in question has a rather uncertain clientele.

If we are to hypothetically assume that foul play is involved in this case, then LE's statement indicates (to me) that Halle was targeted specifically and they don't anticipate the perp is targeting anyone else. If that is true it would also be safe to infer that LE knows who the perp is,
