LISK could be a loner, or could be a group of people protected by the powerful; anyone who thinks the latter situation couldn't possibly happen doesn't quote understand what Long Island is like - this article will fill you in on how bad it is. A drunk off-duty cop shoots an innocent cab-driver, and both Nassau and Suffolk do everything they can, for more than a decade, to lie about it and sweep it under the rug. It's a great sign, I think, that Newsday is showing some grit. There can only be more eye-opening stories like this to come. Thanks, Pete, for the heads up!

Spota Burke & McPartland were known as "the Administration."
"While Burke was clearly one leader of the criminal activity, a criminal activity can have multiple leaders and organizers," Azrack wrote. "Spota’s position as District Attorney and McPartland’s high-level position in the D.A.’s office are relevant to, but not dispositive of, this enhancement."
During closing argument at the trial, prosecutors argued that Spota was the "CEO" of the conspiracy while McPartland, Spota’s former right-hand man, was the scheme’s "chief operating officer" as they broke the law they were supposed to enforce.
The Administration defended their concealed criminal activities from exposure (remember the Burke trial?) Remember the Spota/McPartland trial? They received an upward departure because the judge said in her filing that both Spota and McPartland were "organizer(s) or leader(s) of a criminal activity" that also involved more people.
Spota/Burke is a classic criminal enterprise carried out through wide-ranging criminal activities, including but not limited to, *advertiser censored* (Burke DVD's), internet hacking, stalking (Risco Mention-Lewis et others), mail fraud, phone hacking, installing evesdropping pin hole cameras and tapping phones (Ever hear the story of Loretty Lynch blowing a gasket when she listened to the wires that Spota, McPartland and Constant brought to her in Washington?), gps'ing cars to stalk enemies, theft and Burke threatened to kill his police if they "went off the reservation and tipped to the Feds" so much that officers bolted from Burke's paranoid and violent rage and RAN to the Feds. Hickey, the star linchpin, of the trial, as he was the government witness, was so stressed out that he almost died of alcohol poisoning from drinking to the point of no return.
When Burke and Spota sensed a threat of exposure, they lied, attacked, intimidated any perceived threat by the means of threatening the lives of his "palace guards."

Here's a good one for you.
When my SIL was arrested and convicted the three LE principals in that case were Tom Spota, Jim Burke, and Lt. James Hickey. Hickey actually testified at trial and LIED throughout. One of the criminals that lied got caught in several lies, as well as the other two. That one was Burke's neighbor for more than 4 years. He fled to Florida to run a wide scaled mortgage fraud scheme, and while doing so he was in NY testifying at the trial. There have been posts suggesting he has died at the ripe old age of 42. He seems to have died shortly before a serious fellow was released from prison who made it known he was going to kill Burke's neighbor st the first opportunity.
Jim Hickey testified at trial regarding the burglary at King Kullen. Prior to testifying at trial he was interviewed by SCPD detective Bill Lewis, another operative in the frame job and the detective wrote in his notebook: INTERVIEWED LT.HICKEY REGARDING THE INCIDENT AND HE HAS NO RECOLLECTION OF THE INCIDENT.......or words to that effect. He had no problem (Hickey) recollecting the INCIDENT when he testified.
What makes this even more stunning is when Spota crime family were convicted it was HIckey who testified against him and McP. The basis of the appeal was HICKEY WAS A LIAR . No kidding, Tom. The gall of them. Hey, Spota, didn't Hickey lie for you on many occasions and you couldn't find anything wrong with that.

Read that attached clip and tell me how they could use such a person to testify at a trial. I like the stories how he and his partner used to bring suspects to open graves in cemetery and put a gun in their mouth to confess. EVERYBODY knew that. Why do you think he was made the commanding officer of criminal intel?
And why do y9u think if Hickey is so bad he didn't have to spend a day in prison. WHY?
One thing I can say for Burke is he didn't want the FEDS within 1000 miles of Suffolk because he knew they wer4 worse than him.
