I still can't believe this happened and in a place I've been to many times. I went through that gate and stopped at that group of shops not long after she went missing.
 
Ashanti Billie murder suspect won’t stand trial, judge rules he can’t be restored to competency

Eric Brown won’t stand trial unless he can be fully restored to competency.

A U.S. District Court judge ruled that Brown can’t be restored to competency with medication. Brown was diagnosed with schizophrenia in December 2017 and he had taken drugs while in custody to relieve his symptoms, but they didn’t fully restore competency.

A judge had previously ordered in December 2019 that Brown couldn’t be forcibly medicated.

The prosecution is expected to now seek a civil commitment in the case to have Brown placed in a facility.

After the hearing Tuesday, the U.S. Attorney’s Office released a statement on the outcome of the case.

“The indictment against Eric Brown remains in effect. We can’t proceed w/ trial as he’s not competent due to mental illness. We will seek to have him committed to GOV facility. If he becomes competent in future, we intend to proceed with his prosecution.”

12/10/19 Update: For hours on Tuesday, the question of whether Brown will be able to regain his competency through medication was argued. During the hearing on Tuesday morning, Dr. Logan Graddy, a doctor & Chief Psychiatrist at FMC Butner, took the stand for the prosecution. Dr. Graddy testified that if Brown was put on one of the facility’s treatment plans, he believes Brown could regain his competency & stand trial for the crimes he is accused of. The defense argued that since Brown is still not competent, even after being forcefully medicated against his wishes, he shouldn’t be medicated any further. At 1:30 p.m. court was put into recess. After a one hour break, the defense will continue their cross examination of Dr. Graddy. Defense witness, Dr. George Corbin does not treat Brown, but spent 16 hours with him over the course of nine visits. Dr. Corbin gave some insight to Brown's delusions, he testified that Brown believes the Government is trying to steal land from him. Brown also refuses to take medication because he believes there is a virus in the drugs & injections doctors are trying to give him, according to Dr. Corbin. After hearing arguments all day, the judge asked both sides to submit a summary of their findings within seven days (12/17/19). The judge will then make his ruling.

Ashanti Billie's parents and Virginia Beach City leaders are honoring her memory Saturday afternoon, marking four years since she disappeared. During this event, they will call on Congress for full funding of the federal alert system they initiated in her honor, to help other people who go missing.

In 2021, U.S. Sens. Mark R. Warner (D-VA), Tim Kaine (D-VA), and Richard Blumenthal (D-CT) have formally requested funding to ensure the full implementation of the Ashanti Alert system. [snip] The law requires the Department of Justice (DOJ) to establish a national communications network, named the Ashanti Alert, that would notify the public about missing or endangered adults through radio and television broadcast systems. The law also requires the Attorney General to designate a national coordinator to work with states to establish Ashanti Alert systems and to develop voluntary guidelines that states and territories should use in creating their networks.

More money is on the way to support the Ashanti Alert across the country. According to Senators Mark Warner and Tim Kaine, a new funding bill includes $1 million for the federal alert system for missing or endangered adults. [snip] The bill is expected to go before a Senate committee later this year before it can be considered on the Senate floor.

Too old for an Amber Alert and too young for a Silver Alert, no law enforcement alert was ever sent out about the disappearance of 19-year-old Ashanti Billie in 2017. [snip] Warner says so far just two states, including Virginia, have implemented the Ashanti Alert but is hopeful $1 million in federal funding will help push other states to use it as well. [snip] "Finally we've got the dollars here in both the House and the Senate budget to not give states a cause not to do this," he said.
 
Last I looked in the court site for this case was yesterday - and he still is not listed there. I guess he is still incompetent to stand trial 2 years later... :(

Ashanti Billie was a 19-year-old college student who went missing in September 2017 after she arrived at her workplace, a Blimpie’s Sub Shop, located on a naval base in Norfolk, Virginia. Her body was found 11 days later in Charlotte, North Carolina, about 300 miles away from where she was last seen alive. Her disappearance and murder sparked a nationwide search and a federal investigation, but the cause of her death remains unknown.

Brown was diagnosed with schizophrenia and bipolar disorder and was found incompetent to stand trial by multiple doctors and judges. He was ordered to undergo treatment at a federal medical facility until he could be restored to competency. In February 2020, he pleaded guilty to both charges as part of a plea deal that spared him from the death penalty. He was sentenced to life imprisonment without parole in March 2020.
