Just my thoughts, but probably nothing original:
I think Keith intended to be going to the pancake house (across the street, we've read in other accounts) only, to meet and talk to his ex-gf and that's why he left his wallet and keys at the apt. Maybe not even IN the pancake house, just outside in the parking lot. It's possible there isn't much street parking, and the pancake house was a convenient closeby place to park and meet.
The phone was found at Golden Gate Park, but it could be that he never was even at the park and that someone placed the phone there to throw searchers off track.
The article says the police have been able to access the phone's location data. Does that mean they know all the movements of where the phone was after he was last seen at the pancake house? I would think that would provide such a key clue.
