Not known if this is the killer. The person on the video is covered from head to toe ? It looks as though the person is looking at their phone at one point in this video. Victims didn't have any connection at all ? That's highly concerning...what is the motive behind these killings ? The back view of their legs...Clearly can see the legs are well muscled...probably a guy, jmo
 
In the color part, looks like the object does light up.....cell phone after all likely.
 
Had my husband watch with no knowledge of what he was watching or why. He says it's a cell phone in the hand. Slim person. Doesn't know race or sex. Doesn't see anything abnormal about the walk.

Didn't tell the hubby what we were looking at and he said it is a skinny male. He said "women walk differently".

Mitchell was a 22-year-old African-American man. He was murdered on Monday, October 9, around 9 p.m. Eastern, while waiting for a HARTline bus on North 15[SUP]th[/SUP] Street at Frierson Avenue.

Police say that the suspect shot Mitchell, who was rushed to an area hospital, where he later died of his injuries. Police believe that he was alone at the time of the murder.

Witnesses told police that they saw a man, perhaps in his early 20s and wearing a dark coat with a hood, fleeing the scene of the shooting on foot.


Mitchell’s aunt, Angie Dupree, told Fox 13 that her nephew was an aspiring musician who moved to Tampa from Las Vegas, Nevada

Two days after Mitchell was killed, Monica Caridad Hoffa was murdered. The 32-year-old white female was shot and killed at the 1000 block of E New Orleans Avenue, about a half mile away from where Mitchell was shot. Police say that the shooting “may have occurred late Wednesday or on Thursday,” but Hoffa’s body wasn’t found until Friday, October 13.
Hoffa’s social media showed she previously worked as a server and was in a romantic relationship, but was not listed as married.
On Thursday, October 19, Anthony Taino Naiboa, 20, was found dead on a sidewalk in Seminole Heights.
Naiboa, the oldest of five siblings, had been diagnosed with autism. He recently graduated from Middleton High School. He was on his way home from work and took the wrong bus, his father, Casimar Naiboa, told ABC Action News.

“What I need for people to understand is they have to look at the video that we released after Mr. Mitchell’s homicide…I need people to take a look at that, see if they know that person. We don’t if that is him, her, or what. Do not assume that this is a white person. Do not assume that this a black person. And do not assume that this is a male,” Chief Dugan told the media.

He added that this is the only video that police have of the suspect.

Good point. The cctv clips might be out of strict chronological order, too. I didn’t think about that when I first watched it. They might not be holding anything in that last part, which is why a phone or electronic device of some kind appears to glow in their back pocket.

I think it might be something reflective on the jacket. Look at how the light is on other reflective surfaces as the person walks by.

And it looks like a cell phone or small flashlight in the person's hand. Right height for a cell phone.
 
What's the crime like in this area? Gangs? And what is this POI wearing? It's shiny looking in the color video. Reflects light. But doesn't match the hoodie looking head covering. I'm perplexed. It's not cold in FL is it? But this POI has on a long sleeve something, covered head, and whether a raincoat, jacket, shirt, or whatever it is, it hangs down past the buttocks. So whatever that light area is, it isn't something in the back pocket, unless a flashlight that is shining through that long dark upper clothing.

And when that light area is visible, it looks like the cellphone s still in POI's hand.
 
I'm wondering what is the point of having cameras with such poor video quality. I don't know how anyone could make an identification based on this.
 
AND the clothing doesn't look baggy. The pants don't, and that upper body, it kinda is form fitting because we see either a chest, or muscles, so it's not loose fitting.

Also odd, imo, are the pants. they don't look like jeans at all. And they don't cling to the legs like leggings would. they look to be of an unusual type of material and shape ? Strange...it wasn't raining that night ? fairly warm ? What's with the clothing ???
 
Is that a raincoat this person is wearing? Some raincoats have flaps on the chest. Maybe that's what we're seeing?

Wondering if the poi is wearing a leather or raincoat which is reflecting light.

Seems to be a very pleasant and safe area on the upswing. imo.

Seminole Heights is known for its historic craftsman style bungalows from the early 20th century. More recently, in July 2009, This Old House Magazine ranked Seminole Heights among the best places to buy an old house for: families, green thumbs, cottages and bungalows, single women homebuyers, porch sitters, walkers, and the south. Overall, Seminole Heights was in the top eight of editors picks.

Also in recent years, the district has become known as a dining destination
 
To me it looks like they have a phone in the back pocket and they are holding something. JMO.

This has a very interesting theory on the suspect.

The murderer seems to ambush victims, coming on them suddenly with a gun. Most serial killers are men, so this one probably is, too.
He may be traveling by foot or bicycle, moving quietly. The mode of transportation suggests a younger person, 21 to 35.
The killer probably has a "deep and personal relationship with the area," Yaksic wrote. He consulted with Bryanna Fox, a former FBI agent and professor at the University of South Florida, to better understand Seminole Heights before sharing the profile. Because the diverse neighborhood is rapidly gentrifying, he thinks class tensions could fit into the motive.
"The disparity between the offender's perceived lower status may be driving his motivations to victimize those from other statuses," Yaksic wrote. Since at least two of the killings happened later in the day or at night, the "timing could indicate that the offender is employed during the daylight hours in some menial capacity based on his potential age range."
Though predicting race is difficult, Yaksic wrote that in such a diverse area, the killer is likely from a minority group. He doubts the murderer is mentally ill but probably enjoys outsmarting law enforcement officers.
In an interview, Yaksic said the Seminole Heights killer seems to match a pattern he has seen in recent years &#8212; younger, spree-like serial murderers who are more motivated by anger than sexual desire. It's possible the killings could even be gang activity or an initiation ritual.
"The newer version of the offender is the run-and-guns," Yaksic said. "They don't take any kind of gratification from spending time with the body."
