Dugan said officers want to be able to take a good look anyone engaged in suspicious activity.

"If you rolled through a stop sign before, we might not have cared," Dugan said. "But you roll through one today, we are going to stop you. We want to know who you are, what you are doing in this neighborhood.
"We have four dead people. How many bodies have to stack up before we put a stop to this?"
The killings began Oct. 9 with the shooting of Benjamin Mitchell, 22. Two days later, Monica Hoffa was shot dead, her body found in a vacant lot. On Oct. 19, Anthony Naiboa, 20 was gunned down. And early Tuesday, Ronald Felton, 60, was killed.
Dugan has said investigators believe the shootings are related, though he has stopped short of saying they are the work of a serial killer. They have nevertheless caused fear throughout the neighborhood known for its independent restaurant scene and children’s Halloween parade.
The chief noted that other notorious killers have been nabbed after getting stopped for lesser offenses, including 1970s serial killer Ted Bundy, who was captured after a traffic stop.
The chief expressed sympathy for residents’ concerns about heavy-handed policing tactics. And he expressed a willingness to discuss his philosophy about how police should interact with the community in the future.
"Yes the numbers are up," Dugan said of recent arrests. "Once this train wreck is over, we are going to have another hard conversation about policing."

Police believe Tuesday morning's suspect lives in or near the southeast Seminole Heights area. He is described as a black male, 6' to 6'2" in height, with a thin build, light complexion, dressed in all black, armed with a large black pistol, and wearing a black baseball cap.

A neighbor said he talked with a witness minute after the shooting.
"The man who got shot, [the witness] was talking to him five minutes before he got shot," said Elton Sheppard. "He said, 'I went to the washing machine, I turned around, he was in the street. There was another man in the street with him. I seen the man shoot him. He fell down and he shot him four more times while he was laying on the ground."

Ok, don't kill me, just trying to explore all angles:

Considering the gang problems there and noted feuds, maybe these are retaliations, hurting a member of a rival gang's family...just a thought...do any of these victims have prior gang affiliations or relatives who are in a gang? I know the possibility is strong these are random, opportunistic killings, and that seems to be the consensus here, again just exploring some different options.

I'm actually starting to lean towards some type of gang activity after hearing the possibility that more than one person may be involved.
I don't think the killing of rival family members is what's at play here... but possibly the initiation of several new gang members. Maybe the person seen on video, and by witnesses, isn't the same person. Maybe it's several different guys (within a group of friends of the same age and of similar backgrounds) who have recently been recruited to join a gang and are being initiated.

Maybe the first two male victims were a part of their initiation but the female murder victim is unrelated. Maybe the gang started to get street cred after LE connected the female with the other two, and now the new recruits are being forced to keep it up. Ok, that sounds completely ridiculous now that I've typed it out.

I've been brainstorming... and I'm really just spitballing here.

Members of the black community expressed appreciation on Thursday for police efforts to find the person responsible for killing four residents of southeast Seminole Heights in recent weeks.

But at a meeting organized by the local chapter of the NAACP, some members questioned some of the ways police are going about the search.

Specifically, NAACP members criticized what police have acknowledged is stepped up enforcement of all crimes in central Tampa in an effort to stumble across the killer.

It's not fair if people are being stopped for trumped up reasons like a broken tail light, failure to use a turn signal, etc. Sounds like they're profiling people, not fair, especially if these are low income, working class people who can't afford all the fines, legal fees, etc. Being poor isn't a crime.

They are doing their due diligence to monitor everyone coming and going from that area.

The Friday morning patrol marked Nash’s fourth time out with the Angels. He recently joined the group after seeing them on the news. Like many of the Angels, Nash said he has a background in self-defense—including mixed martial arts.

“We’ve got to stay persistent,” Nash told 10News. “He’s persistent so we’ve got to keep up with the game.”

The Angels said they’re not necessarily out searching for the killer. Their primary mission is to keep an eye on others, said Raymond “Nikon” Fragnon, especially when people are walking alone.

“The police can’t do it all by themselves,” Fragnon said. “They’re always encouraging community watches, getting citizens involved, they ask everyone for help. We’re just offering that, but in a more organized manner.”

All of the Angels have day jobs, Fragnon said, so they volunteer and coordinate patrols when they can. While they don’t have the manpower to escort people through the neighborhood upon request, they will stop and walk with someone if they see they are alone, according to Fragnon.

To the critics who say they’re taking an unnecessary risk by being out in the streets after dark, Fragnon says the alternative isn’t an option for the group.

“I mean, would you tell the community that since this is happening to board up their house and move away? No, you’ve got to fight,” he said

But would a gang require a recruit to become a serial killer, though? Seems like that could bring a lot of unwanted attention from LE if gang leaders made all their new recruits kill multiple people in the neighborhood.

I'm considering a possibility of someone similar to John Mohammed and Lee Boyd Malvo - the Beltway/D.C. Snipers. Cold, calculating, random killings used to terrify a community.
