Seems the motorist found some bones first and then the Police found the bag.
Yes, probably scattered by animals
Which would mean there's still a possibility that a naked body was dumped there inside the bag and has skeletonised + scattered over months/years (yet to be determined publicly by police.)
In regard to the bag - Here's what Yahoo7 reported Monday
At first it was a discarded rego plate that caught the driver’s eye so he climbed down a steep embankment a few metres to check it out. That’s when he spotted the large checked shopping bag.
Inside he found a collection of bones, sparking a homicide investigation.

The grim discovery was made by a motorist who stopped for a bathroom break just after 4.45pm on Saturday in Sydney's Royal National Park.
Mark and Faye Leveson were visiting the site in remembrance of their son when police informed them of what they found in a large checkered bag nearby.
I now think The Leader's article is a bit misleading.
Regardless of who found the bag - it was found on Saturday.
I still think it was the driver because the "they found" could relate to the driver OR police. It's ambiguous phrasing, as the motorist isn't identified as a woman or man in this article.
