I'd LOVE to see what theory the LE have right now. Hopefully, they can pinpoint and find him asap.
I have no idea what their theory is, but here's how I would do it if I were them.
The description following the 4th murder gives them A LOT to work with; with a couple minor assumptions to clarify the "starting point" for their search, they can narrow down the search to really a pretty small number of people.
The assumptions are as follows:
a.) The killer lives somewhere in Seminole Heights
b.) The killer is between 16 and 30 years old
From what I read, there are something like 24,000 people total who live in Seminole Heights. Here's how much it can be narrowed down:
~50% of the population is male.
x
~25% of the population (of Seminole Heights specifically) is black.
x (and we are eyeballing from here on out, but being conservative in doing so)
~25% of the remaining population is between 16 and 30 years old.
x
~25% of the remaining population is between 5'11" and 6'3" tall (expanding the identified height slightly)
x
I dunno, 40% that could be reasonably described as "light-skinned"?
That decimal x population of 24,000 is 75 people. That's for
all of Seminole Heights, not just the neighborhood where the murders occurred. (I'm not sure what percentage of Seminole Heights that neighborhood comprises).
So I'd start gathering information on those 75 people, starting with the ones who a.) live closest to the center of the circle of murders and/or b.) have their names pop up in tips.
