KY - Breonna Taylor, 26, fatally shot multiple times by LE, Louisville, 13 Mar 2020 #2

The Louisville Metro Police major who was in charge of the officers involved in the fatal shooting of Breonna Taylor on March 13 has been demoted and reassigned.

Kim Burbrink, who was commander of the department’s Criminal Interdiction Division, has been on administrative reassignment pending an internal investigation in October, at the request of then acting Chief Yvette Gentry.

Burbrink has been demoted from major to lieutenant and moved from the interdiction unit to special operations, according to an LMPD personnel memorandum sent out by Deputy Chief LaVita Chavous on Thursday.

The petition, submitted by Louisville attorney Kevin Glogower on behalf of the grand jurors, claims Cameron lied to the panel by withholding information about the case and the charges available. They then claim he lied to the public after only one former Louisville Metro Police officer was charged in the case. The petition also has five other signatures in support.

In addition to the claims about the grand jury case. Petitioners also cited Cameron’s involvement with the Republican Attorneys General Association, a division of which promoted the Jan. 6 Washington rally that led to the attack on the U.S. Capitol.

“Further, AG Cameron appears to have incited insurrection in our own nation’s capitol by funding radical robocalls and has misused taxpayer money by attacking the vote in sister states where he has no jurisdiction,” the filing stated.

According to the Lexington Herald-Leader, Elizabeth Kuhn, the communications director for Cameron, said he “had no involvement” in that.

House Speaker David Osborne acknowledged receipt of the petition in a statement but said he reserve further comment until attorneys review it and House leaders have a chance to act.

Cameron’s office presented the case to a grand jury. Initially Cameron said his office presented everything to the jury and, in September, it only returned an indictment against former Det. Brett Hankison on wanton endangerment charges not tied to Taylor’s death.

Afterwards, he said his office did not recommend charges against two others officers involved in the shooting.
Cameron’s actions led to grand jurors seeking court permission to speak out about the case.

Cameron is the third Kentucky elected official this month to have a petition for impeachment filed against them. A special House committee has asked Gov. Andy Beshear to respond to a petition against him. In addition, state Rep. Robert Goforth, R-East Bernstadt, had a petition seeking his ouster filed last week.

A Jefferson County Circuit Court judge dismissed charges against Kenneth Walker with prejudice on Monday morning, meaning the charges can't be brought up again.

Kenneth Walker is accused of shooting an officer when police busted down Breonna Taylor's apartment door during a drug raid almost a year ago.

Walker has maintained that he did not know the people at the door were officers.

He was charged with assault and attempted murder of a police officer after he opened fire during the raid, wounding Louisville Metro police Sgt. Jonathan Mattingly in the leg. Taylor was shot multiple times and died in the hallway.

The charges against Walker were later dropped but without prejudice, meaning they could be refiled if new information came to light.

Tamika Palmer has asked the police department’s Professional Standards Unit to investigate misinformation provided by officers before and after the raid, improper monitoring of her daughter’s cellphone, incorrect statements about police not being assigned body cameras and whether some officers involved in the raid were drinking at a bar on Dixie Highway before the shooting, among other allegations…
According to Palmer’s complaint, her attorneys obtained information in August “that multiple officers involved in the search warrants may have been consuming alcohol at a bar on Dixie Highway earlier in the evening. The owner of the bar confirmed that LMPD investigators visited the establishment after the shooting to determine whether surveillance footage existed.”
One of the complaints alleges police illegally monitored Taylor’s phone. In Feb. 2020 officers obtained a warrant to monitor a phone number police said belonged to Jamarcus Glover.
But the number belonged to Taylor, and officers allegedly monitored it “unlawfully” until her death…

Eyes are on Louisville, Kentucky, today so let's show America what community looks like," Taylor’s aunt, Bianca Austin, said on Saturday during the demonstration.

The crowd shouted Taylor's name and "No justice, no peace" as they gathered near an outdoor memorial that includes a mural, posters, artwork and other mementos honouring Taylor's life.

The rally came a day after Taylor's boyfriend, Kenneth Walker, filed a federal lawsuit against the Louisville Metro Police Department, alleging his constitutional rights were violated during last year's botched raid, news outlets reported. Walker last year filed an ongoing state lawsuit against the city and police, saying he was the victim of assault, battery, false arrest and malicious prosecution.

Walker fired his gun once during the raid at Taylor's flat, saying later that he feared an intruder was entering the apartment. One officer was struck, and he and two other officers fired 32 shots into the apartment, striking Taylor five times.

Taylor’s death initially flew under the media radar, as the COVID-19 crisis shut down society, but George Floyd’s death in Minnesota and the release of a chilling 911 call from Walker in late May sparked interest in the case

Megan Thee Stallion partnered with apparel retail company Fashion Nova to donate $100,000 to the Breonna Taylor Foundation on the first anniversary of her death.

The rapper showcased her initiative on Instagram, saying the core mission of the foundation is to support economic, social and racial justice through police reform.

“A year ago today Breonna Taylor was tragically taken from her family and friends. Breonna’s name continues to be a catalyst for change and a powerful reminder that justice has still not been served,” she said. “Fashion Nova and I are proud to give $100,000 to the @breonnataylorfoundation created by @tamikalpalmer to honor the memory of her daughter.”

Taylor was 26 when she was fatally shot in a botched police raid on her apartment on March 13, 2020.

The details of her killing led to protests across the nation demanding the officers involved in the shooting be held accountable, and her case became part of a larger racial reckoning movement that intensified after George Floyd, an unarmed Black man, died in police custody in May.

Megan Thee Stallion staunchly criticized Kentucky Attorney General Daniel Cameron in her“Saturday Night Live” performance last year for his decision in the Breonna Taylor case, with a stage backdrop that read, “Daniel Cameron is no different.”

Cameron, the first African American to become Kentucky’s attorney general, did not recommend murder charges against two of the officers involved in Taylor’s shooting. He said the two officers “were justified in their acts and their conduct” because they were defending themselves.

Taylor’s mother, Tamika Palmer, continues to champion racial justice and created the foundation in honor of her daughter.

The trial for Brett Hankison, the former Louisville Metro Police detective facing criminal charges for his role in the March 13 shooting at Breonna Taylor's apartment, will remain in Jefferson County, a judge decided Thursday afternoon.

Judge Ann Bailey Smith cautioned, however, she's open to moving the trial to another county if they cannot successfully seat a jury in Louisville.

Before the hearing ended, attorneys on both sides asked Smith if she would take the jurors, once they are finalized, to the shooting scene at Taylor’s apartment, which has been preserved since last year. She said she wasn’t ready to make a decision on that request.

Hankison’s next court date is scheduled for April 23; his trial is set to begin Aug. 31.
