Deceased/Not Found UK - Margaret Fleming, 19, Inverclyde, Scotland, 17 Dec 1999 *Guilty*

I'm thinking her "carers" weren't getting any kind of carers allowance for looking after her and it was an informal arrangement made with her family. Then whatever happened the poor woman got bumped off and they kept receiving her DLA benefits for many years.
 
Is it possible to claim DLA for that long without anyone having to see you, ever? I know if you're claiming DLA for a learning disability it's unlikely to change but it just seems incredible that an adult can be unmissed for so long. I dread to think how many other vulnerable people could be taken advantage of it is that easy to get away with benefit fraud.
Yes it is....esp if it's a lifelong award.
 
If someone is receiving DLA for life they should really be visited even every few years to check on them. A lifetimes worth of DLA benefits would be tempting to people who pray on the vulnerable, having checks in place would stop someone being able to take advantage.

I wonder how many more people receiving benefits are dead and nobody knows? It reminds me of the sad story of Joyce Vincent

It is understood they wanted to speak to Margaret about a social work issue.

But her carers said she had left the house with a satchel and belongings just an hour earlier. She hasn’t been seen since.

Cops confirmed the duo — pals of Margaret’s dead dad Frank — were officially registered as her carers in 1999, just a few months after she moved in with them.

Police said during the last 17 years, Eddie and Avril had been in charge of Margaret’s finances and helped her with numeracy and literacy.

I'm open minded about accident/natural causes at the moment.

Then again, I'm also wondering if money was motive or just a bonus.

DLA checks are literally just medical/care needs assessments. If someone's medical condition isn't likely to change (such as with a learning disability) then there's nothing to justify the cost of re-checking.

BUT someone on a long term award - particularly a vulnerable/single person - should be known to their local social work dept and THEY should be doing regular welfare checks (IMO). It sounds like Margaret was indeed known to the social work dept but they don't appear to have checked on her in a while..

What an awful story, 17 years!! Wonder how this poor girl came to be estranged from her parents and grand parents.

As stated by ironside in post #29, Police Scotland tend to play their cards very close to their chest, they rarely give out much before making arrests/naming suspects. I've noticed this in past cases they've handled.

That being the case, I find it odd that there's an image of one of the carers in the above article. Bit premature, no? Or not...

This is such a sad situation. It makes me cry that noone missed this lady.

I'm Scottish aged 32 and disabled and have been on Disability Living Allowance for nearly ten years I have just been transferred to Personal Independence Payment. I got an indefinite DLA award in 2006 but was still contacted every three years for an assessment to see if my disability had changed. The assessments are pretty much mandatory and you are advised your benefit may be stopped if you do not attend.

I would have thought the Department for Work and Pensions would have attempted to make contact with Margaret at some point over the years. And asked for her careers to contact them if she was unable to.
 
Interesting details in the Express today:

It is feared Margaret was killed or died naturally and her remains were dumped. Specialist police units have already used dogs, a helicopter and divers to search woodland, undergrowth and water for her body.

A senior detective said last night: "This poor girl has failed every proof of life test we use to establish whether or not someone is deceased.


"Everything is pointing to Margaret being dead. There has been nothing - no GP appointment, social worker, job, social life or friends - to indicate that she may be alive."

It makes me seriously wonder whether she died soon after she went to live with these people. Was she ever even registered with a GP?

Also how she came to be entrusted to the care of these people and whether it was them who caused the breach between Margaret and her mother and grandparents. Was she deliberately isolated right from the start with criminal intentions?
 
They were friends of her father, I would be interested in how they became friends and how long for etc.
