As part of the plea deal, Peacock agreed not to seek the death penalty, the potential maximum sentence for first-degree kidnapping.
Death penalty convictions can also lead to a string of appeals and costly trials, Peacock said.
He also said trial testimony could potentially be traumatic for the girl.
Earlier, Tuggle waived his preliminary hearing, saving his daughter from having to tell her story in front of court onlookers and her father. It also saved her from having the defense question her credibility, he said.
Since his arrest, Tuggle has been kept in solitary confinement at the Shoshone County Jail.
Sheriff Chuck Reynalds said Wednesday's arraignment was conducted in a courtroom inside the jail instead of across the street in the county courthouse for "safety and security reasons."
Gibler said he will announce Tuggle's sentencing at 9 a.m. on Nov. 7.
