The privacy part went into effect around 2000. IIRC it was enacted by Executive Order after some revisions. Still needs to be fixed to allow individuals to sue for damages.I believe it was 1996, but I could be mistaken.

My first thought is that he met someone at the Aquatic Park, presumably to talk or quickly exchange something. That's one reason to leave his keys, etc. in the car.
